New Initiative Launched for Cleaner Himalayan Hill Cities
On December 16, 2025, the Ministry of Housing and Urban Affairs (MoHUA) hosted a groundbreaking workshop at Vigyan Bhawan in New Delhi to kickstart the Clean Himalayan Hill Cities Initiative. This initiative aims to develop a strategic and practical roadmap to enhance cleanliness and sustainability in the region’s hill cities, engaging vital stakeholders from various sectors.
The Clean Himalayan Hill Cities Initiative marks a significant advancement in the collective efforts to address urban cleanliness challenges. It aligns with the vision of the Swachh Bharat Mission–Urban, emphasizing the need for Garbage Free Cities. The official announcement of this new initiative was made during the National Urban Conclave held from November 8 to 9, 2025.
Engaging Key Stakeholders
Chaired by MoHUA’s Secretary, Shri S. Katikithala, the workshop gathered urban experts, representatives from technical agencies, private sector partners, and leaders from 13 Himalayan and North-Eastern cities, including prominent hill cities from West Bengal such as Darjeeling and Kalimpong. The focus was to harness shared insights and experiences to develop tailored solutions for these unique urban areas. Under the Swachh Bharat Mission, Himalayan hill cities have implemented successful initiatives driven by community involvement and appropriate technologies. The goal of the new initiative is to further bolster these efforts by establishing stronger partnerships, exchanging knowledge, and creating sustainable solutions for clean and resilient urban environments.
Key Findings and Future Directions
The workshop facilitated discussions among a diverse array of participants, including state representatives, private companies, academic institutions like IIT Roorkee, and NGOs such as Sulabh International. The collaborative approach aimed to identify effective waste management strategies, technological solutions, and innovative practices from global examples that can be adapted for the Himalayas.
Discussions at the workshop highlighted several critical areas, including community-led waste management techniques and decentralized sanitation systems suitable for hilly terrains. Notably, community leaders shared their successes in implementing plastic-free initiatives in sacred places and adopting mountain cleanup strategies.
The workshop also introduced essential knowledge products designed to support sanitation and waste management improvements. These resources include a guide on transforming waste management in hilly regions and advisories for onsite sanitation in cold climates.
Next Steps for Implementation
Following the workshop, the participating states and union territories will conduct thorough assessments to pinpoint priority areas and devise comprehensive action plans to enhance sanitation and waste management practices. The initiative aims to roll out its first interventions in early 2026, targeting noticeable improvements in the cleanliness of the Himalayan hill cities.
