India Launches Ambitious Grain Storage Plan to Boost Rural Economy

In a significant move to tackle food grain storage shortages across the nation, the Government of India has unveiled the “World’s Largest Grain Storage Plan in the Cooperative Sector” as of May 31, 2023. This bold initiative is being initiated as a pilot project and aims to enhance storage capacity through a collaborative effort of existing governmental schemes.
The comprehensive plan encompasses the development of critical agricultural infrastructure at the level of Primary Agricultural Credit Societies (PACS). This includes the establishment of godowns, custom hiring centers, processing units, and Fair Price Shops. The objective is to elevate the operational capacity, income, and overall functioning of PACS, transforming them into multi-service hubs that provide essential services such as local procurement, processing, and warehousing.
Boosting Rural Employment
This initiative is expected to have a profound impact on rural employment, creating jobs both directly during the construction of storage facilities and indirectly through long-term roles in operations, logistics, and related services. By empowering PACS, the plan aims to invigorate the rural economy, significantly reduce post-harvest losses, streamline supply chains, and contribute positively to agriculture-centric economic growth, which is crucial for India’s GDP.
Amendments for Enhanced Financial Viability
The rollout of this plan integrates several governmental schemes, including the Agriculture Infrastructure Fund (AIF) and the Agricultural Marketing Infrastructure Scheme (AMI). Essential amendments have been made to improve the financial sustainability of PACS. For instance, the loan repayment period under the AIF has been extended from five to eight years, while the margin money requirement has been lowered from 20% to 10%.
Additionally, construction costs for storage have been revised, with subsidies for PACS increasing from 25% to 33.33%. For ancillary infrastructure, an extra subsidy is available to cover additional costs associated with building internal roads and weighbridges.
Collaboration and Support from State Agencies
The plan also leverages NABARD’s special refinance scheme to alleviate financial pressures on cooperatives. With further assistance from state-level initiatives, particularly in Rajasthan and Gujarat, the project aims to ensure comprehensive support for godown construction.
The Food Corporation of India (FCI) plays a crucial role in identifying storage needs and assuring hiring for PACS level godowns, especially in non-DCP (Direct Benefit Transfer for Distribution of Food Grains) states. Moreover, national cooperatives such as NAFED and NCCF actively participate in identifying PACS, guiding proposal development, and ensuring the utilization of constructed storage facilities.
Enhancing Direct Farmer Access
This expansive project not only minimizes transportation costs but also empowers farmers by enabling local grain storage at PACS. By integrating with food supply management chains, it ensures that farmers have direct access to storage resources, subsequently diminishing their reliance on middlemen. The ultimate goal of this initiative is to enhance farmers’ income, lower transportation expenses, and strengthen the rural economy as a whole.
Aligning with national aspirations of ‘Atmanirbhar Bharat’ and ‘Sahkar se Samriddhi’, the World’s Largest Grain Storage Plan supports grassroots cooperative institutions by providing essential storage, processing, and marketing infrastructures nationwide.
The initiative, articulated by Union Minister for Home and Cooperation, Shri Amit Shah, in a written statement in the Lok Sabha, is set to reshape India’s agricultural landscape by ensuring food security and empowering the rural populace.
