Defence Estates Day: Honoring Excellence in Land Management
On December 16, 2025, Raksha Mantri Shri Rajnath Singh will lead the celebrations for Defence Estates Day at Raksha Sampada Bhawan in Delhi Cantonment. This important event will also see the presentation of the Raksha Mantri Awards, which recognize outstanding public service in Defence Land Management and Municipal Administration across 61 Cantonment Boards nationwide.
This year’s celebrations are particularly significant as the Defence Estates Department marks its 100th anniversary. The department’s roots trace back to 1765, with the establishment of the first Cantonment in Barrackpore, West Bengal. Over the following decades, others such as Danapur (1766), Meerut (1803), Ambala (1843), and Delhi (1915) emerged, establishing a framework for Defence and Land Administration in India. The formalization of the Department on December 16, 1926, under the Ministry of Defence further cemented its role in managing these crucial resources.
A Modern Approach to Land Management
Today, the Defence Estates Department oversees the largest landholding of the Government of India, reflecting a rich historical legacy while embracing a modernized approach to land management. The department has made remarkable strides in adopting digital technologies, exemplified by the successful implementation of the E-Chhawani project. This initiative allows 20 lakh Cantonment residents access to 100% municipal services online.
The department’s commitment to water conservation has earned it notable recognition, including the prestigious National Water Awards for Jal Sanchay Jan Bhagidari. This accolade highlights its proactive efforts in rejuvenating water bodies across Cantonment areas.
Digitization and Technological Innovations
A significant milestone for the department is its complete digitization of legacy land records, ensuring they are preserved for future generations. The modernization of the entire file management system has led to the nationwide implementation of a secure technology-backed platform, which facilitates seamless retrieval of documents and safe archival practices. The central software initiative, ‘Raksha Bhoomi,’ serves as a comprehensive repository for all defence land records, hosted on secure servers.
The department has also developed expertise in Land Survey through advanced methodologies, incorporating tools such as Differential Global Positioning Systems enabled by Continuously Operating Reference Stations, Geographic Information Systems, and high-resolution satellite imagery to enhance precision. A Centre of Excellence focused on Satellite and Unmanned Remote Vehicle Initiative is leveraging Artificial Intelligence and Machine Learning to craft innovative solutions for future defence land management.
