Workshop Focuses on Future-Ready Training for Civil Servants
The Capacity Building Commission (CBC) hosted a National Workshop on “Future Readiness of Central Training Institutes (CTIs)” today in New Delhi, emphasizing the importance of adapting civil services training to meet emerging governance challenges. The opening session aimed to reimagine civil services training while enhancing institutional readiness to address these challenges.
Chairperson of the CBC, Ms. S Radha Chauhan, opened the session by highlighting the crucial role of Training Institutes in the success of Mission Karmayogi. She urged these institutions to stand out and redefine their roles in an evolving training landscape increasingly influenced by Artificial Intelligence. Chauhan stressed that training must be dynamic, focusing on continuous learning, unlearning, and re-learning, while underscoring the significance of the human element in achieving citizen-centric governance for a developed India.
Ms. Chandralekha Mukherjee, Principal Advisor of the CBC, provided context for the workshop, sharing insights on the future readiness of Central Training Institutes. She revealed that five CTIs have received a five-star rating under the NSCSTI 2.0 framework. However, she pointed out the need to transition from merely achieving ratings to establishing Centres of Excellence, with an emphasis on competency-driven training and citizen-centric outcomes. Mukherjee called for a transformation in training institutions, focusing on mentorship, leveraging technology, and sharing resources, faculty, and infrastructure.
Former CBC Chairman, Shri Adil Zainulbhai, addressed participants virtually, commending Training Institutes for their progress. He outlined three goals for these institutes: striving for five-star rating status as world-class institutions, fostering collaboration with educational bodies and think tanks, and leading the integration of physical and digital training ecosystems.
Mr. Rakesh Verma, Chief Operating Officer of Karmayogi Bharat, introduced the AI-enabled Capacity Building Plan (CBP) tool, which aims to assist institutes in designing competency-driven training plans that align with the evolving needs of various Departments and Organizations.
The workshop featured three breakout sessions that facilitated in-depth discussions on critical topics related to future readiness. These included enhancing training quality through roles and technology, strengthening the NSCSTI framework for resource pooling, and improving courses on iGOT using AI tools. Moderated by senior faculty and the Principal Advisor, these discussions revolved around transforming institutional roles and leveraging technology to improve training quality, notably using data-driven insights and adaptive practices.
In the closing session, Dr. Alka Mittal, Member (HR) of the CBC, praised the active participation of all groups during discussions, emphasizing that excellence is a continuous responsibility. She encouraged institutions to sustain high standards while also taking on mentorship roles. Mittal reiterated that the future of training lies not in the number of courses offered but in the capabilities that institutions build.
The workshop wrapped up with remarks from Shri S. P. Roy, Secretary of the CBC, reaffirming the commission’s commitment to empowering CTIs through agile, technology-driven training methods within the framework of Mission Karmayogi. He highlighted the importance of resource sharing and competency-needs based training.
