Labour Market Strengthens as Participation Hits November High

The Labour Force Participation Rate (LFPR) in India has reached a seven-month high of 55.8% for individuals aged 15 and above, according to the latest Monthly Bulletin from the Periodic Labour Force Survey (PLFS), released by the Ministry of Statistics and Programme Implementation. This remarkable rise reflects an increase in rural employment opportunities and a noteworthy boost in female participation rates.

In November 2025, the LFPR rose significantly from 54.2% in October, driven primarily by rural areas, where the rate jumped to 58.6% from 57.8% the previous month. In contrast, urban areas saw a slight dip from 50.5% to 50.4% during this period. This reflects a broader trend of increasing employment among rural populations and highlights the importance of targeted interventions in these communities.

Female Participation on the Rise

Female labour force participation has shown substantial growth, rising from 32.0% in June to 35.1% in November. Among rural women, the LFPR climbed sharply from 35.2% to 39.7%, indicating a strong upward trend. In urban areas, however, female participation remained stable at around 25.5%. This shift in rural women’s employment reflects emerging opportunities and changing societal norms regarding female work.

Improvement in Workforce Ratios

The Worker Population Ratio (WPR) for those aged 15 and over improved to 53.2% in November, an increase from 52.5% in October. Rural WPR saw a significant uptick from 55.4% in April to 56.3% in November, with rural female WPR rising from 36.8% to 38.4%. The overall female WPR rose from 32.5% to 33.4% during the same period, illustrating a strengthening workforce across various sectors.

Declining Unemployment Rates

The unemployment rate (UR) for individuals aged 15 and above has also shown positive signs, decreasing to 4.7% in November from 5.2% in October. This marks the lowest unemployment level since April 2025. Rural unemployment dropped to 3.9%, while urban unemployment decreased to 6.5%. Notably, female unemployment also declined to 4.8%, down from 5.4% the previous month, signaling a recovery in job availability for women.

As these trends indicate strengthening labour market conditions, there is optimism that continued growth in rural employment and increased participation of women will foster a more robust and inclusive economy. The data reflects a broader recovery in urban labour demand as well, suggesting that efforts to improve employment conditions are beginning to take effect across regions.

The PLFS, conducted by the National Statistical Office, provides critical insights into employment dynamics in the country. The latest estimates were based on a comprehensive survey of 373,229 individuals, underscoring the survey’s vital role in informing policymakers and stakeholders.
