Whistle Blower Protection Act Yet to be Enforced Amid Amendments
The Whistle Blowers Protection Act, enacted in 2014, has yet to be enforced as necessary amendments are pending. Originally passed by the Lok Sabha in December 2011 and later by the Rajya Sabha in February 2014, the Act received presidential assent on May 9, 2014, and was published in the Gazette of India shortly thereafter. However, the Central Government has not issued a notification to bring the Act into force due to required amendments aiming to enhance protections against disclosures that could threaten India’s sovereignty and integrity.
To address these amendments, the Government advanced the Whistle Blowers Protection (Amendment) Bill in May 2015, which passed through the Lok Sabha but lapsed following the dissolution of the Sixteenth Lok Sabha. These developments have left the pressing need for effective whistleblower protection in limbo.
Central Vigilance Commission’s Role
The Central Vigilance Commission (CVC) serves as the designated agency for handling complaints under the Public Interest Disclosure and Protection of Informers Resolution from 2004. The CVC is empowered to receive written disclosures regarding allegations of corruption or misuse of office by employees of the Central Government and affiliated entities.

From 2020 to 2024, the CVC has received a substantial number of complaints under the PIDPI Resolution. In total, the number of complaints filed grew significantly over the years, highlighting the persistent issues within governmental operations.
