Atal Bhujal Yojana Boosts Groundwater Management Across India
The Atal Bhujal Yojana, a community-driven initiative focused on sustainable groundwater management, has been successfully implemented in 8,203 water-stressed Gram Panchayats across seven Indian states. This pilot scheme targets regions in Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, and Uttar Pradesh, aiming to improve groundwater management while actively involving local communities.
The intricacies of the Atal Bhujal Yojana are designed to foster community participation and promote demand-side interventions that ensure the long-term sustainability of water resources. By reinforcing institutional frameworks and encouraging state-level groundwater conservation initiatives, the scheme aims to safeguard one of India’s critical resources: water.
Jal Shakti Abhiyan: A Comprehensive Approach to Water Conservation
Alongside this scheme, the Jal Shakti Abhiyan: Catch the Rain (JSA: CTR) campaign, led by the Ministry of Jal Shakti, has introduced vital measures such as the enumeration, geo-tagging, and inventory of water bodies. District Collectors are tasked with utilizing old revenue records, remote sensing data, and Geographic Information System (GIS) mapping to accurately document water resources. This initiative sets the stage for crafting scientific water conservation plans across the country.
One noteworthy achievement of the JSA is the launch of the GIS-based sub-portal “Jal Dharohar,” which became operational on November 1, 2023. This innovative platform consolidates a geo-tagged database of water bodies throughout India, amalgamating data from various national resources, including the Atal Bhujal Yojana and the First Census of Water Bodies.
Innovative Monitoring and Management Technologies
While water regulation is predominantly a state issue, the Central Government supports these efforts through a range of technical and financial interventions. Leveraging advanced digital tools has significantly enhanced the monitoring and management of water resources.
The Central Ground Water Board (CGWB) spearheads several pioneering initiatives, including the National Aquifer Mapping and Management Programme (NAQUIM), which utilizes remote sensing and GIS technology for comprehensive aquifer mapping. Additionally, the network of around 23,000 Digital Water Level Recorders (DWLRs) facilitates real-time groundwater level monitoring, enriching conservation strategies backed by accurate data.
Moreover, web platforms like the India-Groundwater Resource Estimation System (IN-GRES) and the JSA: CTR dashboard are pivotal in assessing and managing water resources nationwide. These platforms are instrumental in tracking progress and developing effective scientific plans for water conservation.
Success Stories from Chittorgarh
In Chittorgarh district, which falls under the Atal Bhujal Yojana, significant improvements have been made in groundwater management practices. Over 3,700 hectares have adopted efficient water-use practices, and more than 700 wells have been identified for monitoring groundwater levels. In total, around 220 artificial recharge structures have been geotagged, and various training programs have educated local communities on water conservation techniques.
As part of continuous efforts, the Minister of State for Jal Shakti, Shri Raj Bhushan Choudhary, provided insights on the developments in a Lok Sabha session, highlighting the government’s commitment to enhancing the management of water resources in India.
