After a period of stringent tariffs, the Trump administration has announced a significant policy shift, removing tariffs on over 200 agricultural products. This decision, aimed at addressing rising commodity prices in the U.S., is expected to benefit Indian exporters who have faced high tariffs since August. The exemptions, effective from November 13, include essential items like coffee, tea, and spices, potentially leveling the playing field for Indian agricultural exports.
India’s Response to Tariff Exemptions
The Indian Commerce Ministry has welcomed the U.S. decision to withdraw reciprocal tariffs on selected agricultural products. This move is seen as a significant opportunity for Indian exporters, particularly in sectors like tea, coffee, and spices. The ministry emphasized that the changes apply to all trading partners, allowing Indian exporters to compete more effectively in the U.S. market, which had been hindered by the previous 50% tariffs.
Joint Secretary in the Department of Commerce, Darpan Jain, expressed optimism during a press briefing, stating, “Now our exports will have a level playing field.” India’s annual exports of the exempted commodities exceed $1 billion, encompassing a variety of products such as fruits, nuts, processed foods, and essential oils. This exemption is expected to enhance India’s competitive edge in the agricultural sector, which has faced challenges due to high tariffs.
Potential Benefits for Indian Exporters
Experts believe that the tariff exemptions could significantly boost India’s agricultural exports, potentially restoring demand to previous levels. While exporters from the EU and Vietnam faced lower duties of 15-20%, Indian exporters had to contend with steeper tariffs, including a 25% penalty on crude oil imports from Russia. Ajay Sahai, director general of the Federation of Indian Export Organisations (FIEO), estimates that exports worth between $2.5 billion and $3 billion could benefit from these exemptions.
Sahai noted that the order opens avenues for premium and specialty products, allowing exporters to tap into rising consumer demand. Agneshwar Sen, Trade Policy Leader at EY India, echoed this sentiment, stating that the removal of reciprocal tariffs makes Indian agricultural goods more price-competitive against suppliers from Latin America and Southeast Asia. The U.S. retail and food-processing sectors are expected to benefit from reduced costs on various agricultural products, enhancing trade relations between the two nations.
Impact of Previous Tariffs on Indian Exports
Despite the recent tariff relief, data from October indicates a mixed picture for India’s exports to the U.S. While exports reached $6.3 billion in October, marking a 14.5% increase from September, they still reflect an 8.6% decline compared to the previous year. This growth is notable as it represents the first monthly increase since May, despite the ongoing 50% tariff regime.
Government officials involved in trade negotiations view the tariff relaxations as a positive signal for U.S.-India trade discussions. The changes may alleviate some export constraints imposed by previous tariff hikes. Additionally, the Global Trade Research Initiative (GTRI) has pointed out that the U.S. no longer has justification for maintaining the 25% penal tariffs on Indian crude oil imports from Russia, given India’s reduced purchases from that country. Commerce Minister Piyush Goyal has indicated that any favorable developments regarding the India-U.S. trade deal will depend on achieving balanced and equitable terms, highlighting the importance of ongoing negotiations in shaping future trade relations.
