Raksha Mantri emphasizes the importance of developing systems and ecosystems
For India to transition from being a consumer to a creator of technology, Raksha Mantri Shri Rajnath Singh emphasized the importance of fostering an environment where innovative products can flourish. Speaking at the Delhi Defence Dialogue on November 11, 2025, he highlighted the need for collaboration among soldiers, scientists, start-ups, and strategists to harness new-age technology for defense capabilities. Singh’s address focused on building agile institutions and robust processes that can adapt to technological advancements, ensuring that India not only keeps pace with global innovations but also leads in creating them.
Building a Collaborative Ecosystem
Rajnath Singh called for the establishment of systems that facilitate the swift creation and adoption of new technologies. He stated that strong foundations, agile institutions, and seamless collaboration are essential for India to thrive in the face of technological advancements. “If our foundations are strong, our institutions agile, our minds open, and our collaboration seamless, then every new technological wave will not overwhelm us. It will propel us,” he asserted. The Raksha Mantri stressed that the true measure of progress lies not just in acquiring new technologies but in how effectively they are integrated into national security processes. He underscored the need for a defense architecture that is continuously learning and evolving, capable of responding to changes in real-time.
Embracing Disruptive Technologies
During his address, Singh highlighted the significance of embracing disruptive technologies such as Artificial Intelligence (AI), Machine Learning, and Quantum Computing. He pointed out that the effectiveness of these technologies depends on the internal processes and institutional capacity to implement them. “High-speed data links and AI-driven algorithms will achieve less without robust human and institutional capacity,” he noted. Singh also mentioned the importance of “invisible technologies,” such as secure data architectures and automated maintenance systems, which play a crucial role in defense readiness. He emphasized that India must not only adopt these technologies but also develop the necessary infrastructure to support them.
Fostering a Culture of Innovation
Rajnath Singh outlined the government’s commitment to transforming India into a technology leader. He noted that the defense industrial base is expanding, driven by collaboration among the Defence Research and Development Organisation (DRDO), the Armed Forces, industry, and academia. This synergy is creating a cycle of research, testing, and innovation. He urged the nation to move beyond merely catching up with global innovations and to foster a culture that encourages collaboration and rapid development. Singh highlighted initiatives like the Innovations for Defence Excellence (iDEX) and the Technology Development Fund (TDF), which are nurturing a new generation of innovators committed to national defense.
Ensuring Digital Sovereignty and Ethical Use of Technology
Singh stressed the importance of extending Aatmanirbharta, or self-reliance, beyond manufacturing to include digital sovereignty. He stated that true strategic autonomy will be achieved when India controls the algorithms, data, and chips that power its platforms. He called for the development of secure, indigenous software and trusted semiconductor supply chains. Furthermore, Singh emphasized that technology should enhance human judgment rather than replace it. He urged investment in the ethical and legal dimensions of emerging technologies, asserting that India must lead the conversation on the responsible use of military technology. He concluded by encouraging the Armed Forces to adopt best global practices in various operational areas, ensuring that India not only imports excellence but also produces it domestically.
