15th India-Vietnam Defence Policy Dialogue Conducted in Hanoi
The 15th edition of the India-Vietnam Defence Policy Dialogue (DPD) took place in Hanoi on November 10, 2025. Co-chaired by India’s Defence Secretary Rajesh Kumar Singh and Vietnam’s Deputy Minister of National Defence, Sr Lt Gen Hoang Xuan Chien, the meeting highlighted significant advancements in various areas of defence cooperation. Both nations expressed satisfaction with progress in hydrography, training, UN peacekeeping operations, and niche domains such as artificial intelligence and shipyard upgrades. The dialogue also paved the way for new agreements aimed at enhancing bilateral defence relations.
During the DPD, both India and Vietnam agreed to deepen their collaboration in emerging sectors, including cybersecurity, military medicine, and the real-time exchange of information. This commitment reflects a mutual understanding of the evolving security landscape in the region. The discussions also encompassed the current regional security situation, emphasizing the importance of strategic dialogue in addressing shared concerns. The dialogue serves as a vital platform for both countries to align their defence strategies and enhance their operational capabilities.
Memorandum of Agreement Signed
A significant outcome of the DPD was the signing of a Memorandum of Agreement for Mutual Submarine Search, Rescue Support, and Cooperation. This agreement establishes a framework for both nations to collaborate on submarine search and rescue operations, enhancing their operational readiness and response capabilities. Such initiatives are crucial for ensuring maritime security and safety in the region, particularly given the strategic importance of naval operations in both countries.
Advancing Defence Industry Collaboration
In addition to the submarine agreement, a Letter of Intent was signed to bolster defence industry cooperation. This agreement aims to promote technology transfer, prioritize high-tech domains, and facilitate joint ventures in defence production. The collaboration will also include the procurement of equipment and materials, as well as the exchange of experts in design and production. Both nations are committed to convening a meeting in December 2025 to further discuss these initiatives under the existing Implementing Arrangement on defence industry cooperation.
Future Prospects and Strategic Importance
The DPD serves as a primary mechanism for reviewing and guiding the India-Vietnam Defence Partnership, aligning with the objectives outlined in the India-Vietnam Joint Vision Statement 2030. The bilateral defence cooperation is a cornerstone of the Comprehensive Strategic Partnership between the two nations. Vietnam’s role is pivotal in India’s Act East Policy and its Indo-Pacific vision. The recent visit by India’s Defence Secretary has further solidified the defence ties, setting a positive trajectory for future engagements, with the next DPD scheduled to be held in India in 2026.
