NHA Renews MoU with DHR and ICMR to Enhance Evidence-Based Healthcare Decision-Making
The National Health Authority (NHA) has renewed its Memorandum of Understanding (MoU) with the Department of Health Research (DHR) and the Indian Council of Medical Research (ICMR). This collaboration aims to enhance technical cooperation for evidence-based decision-making in healthcare resource allocation. The renewed agreement will also extend to the Ayushman Bharat Digital Mission (ABDM), focusing on improving the quality and efficiency of healthcare services across India.
Strengthening Healthcare Initiatives
The renewed MoU was signed by Dr. Sunil Kumar Barnwal, CEO of the NHA, and Dr. Rajiv Bahl, Secretary of the DHR and Director General of the ICMR. The signing ceremony was attended by senior officials, including Ms. Jyoti Yadav, Joint Secretary for AB-PMJAY, and Dr. Pankaj Arora, Director of the NHA. This partnership, originally established in November 2019, has successfully utilized Health Technology Assessment (HTA) principles to optimize Health Benefit Packages (HBPs) under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). The renewed agreement reaffirms the commitment to evaluating the clinical efficacy, cost-effectiveness, and equity impact of medical technologies and procedures covered under the scheme.
The renewed MoU expands the collaboration to include the Ayushman Bharat Digital Mission (ABDM). Under this initiative, the DHR and ICMR will leverage the Health Technology Assessment India (HTAIn) framework to provide data-driven insights. These insights will evaluate digital health interventions such as electronic health records (EHRs), telemedicine platforms, and AI-based diagnostics. The goal is to ensure these technologies are affordable, efficient, and sustainable within the ABDM ecosystem, ultimately enhancing the quality of healthcare services available to the public.
Key Areas of Focus
The partnership will concentrate on several key areas to improve healthcare delivery. One significant focus is the costing of healthcare services. By utilizing data from the National Costing Initiative, the NHA aims to rationalize reimbursement rates for healthcare procedures in both public and private sectors under PM-JAY. Additionally, the implementation of Standard Treatment Workflows (STWs) developed by expert committees will ensure appropriate disease management and reduce unnecessary care. Operational research will also be conducted to address implementation challenges in AB-PMJAY, improve patient safety, and strengthen overall healthcare delivery.
This renewed partnership highlights the collective commitment of the Ministry of Health and Family Welfare, NHA, and ICMR towards achieving Universal Health Coverage (UHC). The collaboration aims to ensure equitable access to safe, high-quality, and affordable healthcare for all beneficiaries.
