Ministry of Consumer Affairs, Food & Public Distribution Completes Special Campaign 5.0

The Ministry of Consumer Affairs, Food and Public Distribution has successfully wrapped up Special Campaign 5.0, an initiative aimed at enhancing office efficiency, cleanliness, and grievance resolution. This two-phase campaign focused on clearing pending files, managing records, and responsibly disposing of scrap and e-waste. It also utilized digital tools and social media to promote transparency and effective monitoring, aligning with Prime Minister Narendra Modi‘s vision for a cleaner and more efficient government.

Campaign Overview and Objectives

Special Campaign 5.0 was organized by the Department of Administrative Reforms & Public Grievances (DARPG) and took place in two phases. The Preparatory Phase ran from September 15 to September 30, 2025, while the Implementation Phase occurred from October 2 to October 31, 2025. The campaign aimed to promote “Swachhata” (cleanliness) and reduce pending work across government offices. During the Preparatory Phase, various pending matters were identified, including references from Members of Parliament, public grievances, and physical files earmarked for disposal. The status of these pending issues was regularly updated on the Special Campaign 5.0 Portal to ensure transparency and accountability.

The Department of Food and Public Distribution (DFPD) and its public sector undertakings actively participated in the campaign, focusing on clearing backlogs and enhancing cleanliness in their office environments. The campaign’s objectives were not only to address pending matters but also to foster a culture of cleanliness and efficiency within government operations.

Implementation Phase Achievements

During the Implementation Phase, the DFPD made significant strides in addressing the identified backlog. The department successfully resolved a variety of pending matters, including seven references from State Governments, eleven from Members of Parliament, and 937 public grievances, along with 15 public grievance appeals. In total, 123,853 physical files were weeded out, and 5,592 e-files were closed. The campaign also saw the execution of 2,503 cleanliness drives, resulting in the freeing of 49,830 square feet of office space. Additionally, the disposal of obsolete materials and e-waste generated revenue of ₹14,096,339.

The Department of Consumer Affairs (DoCA) also played a crucial role in the campaign, working to enhance service delivery and cleanliness. The department focused on clearing pending files and public complaints while ensuring that old records were disposed of in an environmentally responsible manner. Regular updates on progress were provided by nodal officers through the national campaign portal, ensuring accountability and effective monitoring of the campaign’s outcomes.

Significant Milestones and Community Engagement

Throughout the campaign, several key milestones were achieved. The department conducted 182 cleanliness drives across its offices, freeing up approximately 3,000 square feet of space. The disposal of scrap materials and e-waste generated nearly ₹1.3 million. Record management efforts included reviewing about 60,000 physical files, with 2,400 files weeded out, and reviewing around 10,000 e-files, of which 1,681 were closed. The campaign also made notable progress in grievance redressal, resolving 50,037 public grievances and 586 grievance appeals, along with clearing two PMO references and four MP references.

To promote transparency and engage the public, the achievements of Special Campaign 5.0 were regularly shared on the Department’s social media platforms, including X (formerly Twitter), Instagram, and Facebook. This strategy aimed to highlight the campaign’s progress and foster public awareness of the government’s commitment to cleanliness and efficiency.
