Dr. Jitendra Singh to Launch Nationwide Digital Life Certificate Campaign 4.0 on November 5, 2025

The Government of India is set to launch the fourth edition of its nationwide Digital Life Certificate campaign, aimed at facilitating pensioners in submitting their life certificates digitally. Scheduled to run from November 1 to November 30, 2025, the campaign will cover 2,000 districts, sub-divisions, and cities across the country. Dr. Jitendra Singh, the Minister of State, will officially inaugurate the initiative on November 5, 2025, which builds on previous successful campaigns that have significantly improved the ease of living for pensioners.

Background of the Digital Life Certificate Initiative

Pensioners in India are required to submit a Life Certificate annually to continue receiving their pensions. Traditionally, this process involved physical submissions, which posed challenges for many elderly individuals. To address these issues, the government launched the Aadhaar-based online submission system, known as Jeevan Pramaan, in November 2014. This initiative aimed to enhance transparency and convenience for pensioners, allowing them to submit their life certificates from the comfort of their homes. The introduction of digital life certificates has significantly improved the quality of life for many pensioners, making the process more accessible and efficient.

Previous Campaigns and Their Impact

The Digital Life Certificate campaigns have seen remarkable participation and success since their inception. The first campaign took place in November 2022, covering 37 cities. The second campaign, held in November 2023, expanded to 597 locations across 100 cities, generating approximately 1.47 crore digital life certificates, with 45.46 lakh specifically for Central Government pensioners. The third campaign, conducted in November 2024, further increased outreach, generating 1.62 crore certificates, including 49.75 lakh for Central Government pensioners. Notably, over 85,200 certificates were submitted by pensioners aged over 90, with more than 2,200 submissions from those over 100 years old. The campaigns have increasingly utilized face authentication technology, with 52.73 lakh certificates generated using this method.

Details of the Upcoming Campaign

The upcoming fourth campaign will be conducted in collaboration with various stakeholders, including Pension Disbursing Banks, India Post Payments Bank, and Pensioners’ Welfare Associations. The initiative aims to reach pensioners in even the most remote areas of the country. The Department of Pension and Pensioners’ Welfare (DoPPW) has created a dedicated portal to facilitate the campaign, mapping 2,000 districts, 2,500 camp locations, and appointing 1,230 nodal officers to oversee operations. The India Post Payments Bank will set up camps in 1,600 districts, leveraging its extensive network of postmen and Gramin Dak Sewaks to provide doorstep services. Additionally, 19 Pension Disbursing Banks will hold camps at over 1,250 locations, ensuring that aged, disabled, or sick pensioners can submit their life certificates conveniently.

Awareness and Outreach Efforts

To maximize the campaign’s impact, extensive outreach efforts will be implemented, including audio, visual, and print publicity through various media channels. The campaign will utilize SMS notifications, social media engagement, jingles, and short films to raise awareness among pensioners. The focus will be on promoting the benefits of digital life certificate generation and the ease of using face authentication technology, which is compatible with both Android and iOS devices. The DoPPW is committed to ensuring that all pensioners, including those from state governments and autonomous bodies, can benefit from this digital initiative. This campaign is poised to be the largest digital empowerment effort for pensioners in India, aiming to achieve maximum outreach and support for all categories of pensioners.
