Controller General of Communication Accounts Smt. Vandana Gupta Launches Delhi Circle Pension Campaign
Hon’ble CGCA Smt. Vandana Gupta launched the Pension campaign for the Delhi circle today at the Office of Pr CCA Delhi. During the event, she engaged with pensioners to address their concerns and explore ways to improve departmental support. Through a video conference, she urged all CCA offices to ensure 100% submission of Digital Life Certificates, highlighting the campaign’s dedication to enhancing services for pensioners.
Inauguration of the Pension Campaign
The Pension campaign was officially inaugurated by Smt. Vandana Gupta, who symbolically submitted a Digital Life Certificate on behalf of a pensioner. This act emphasized the campaign’s goal of providing seamless pension services. In addition to the campaign launch, a health camp was organized for pensioners at the same venue. The event featured awareness sessions on cybersecurity, focusing on the Sanchar Saathi app and portal. These sessions aimed to educate senior citizens about protecting themselves from fraudulent calls and enhancing their digital safety. The initiative seeks to empower older pensioners, enabling them to navigate and combat telecommunication fraud confidently.
National Digital Life Certificate Campaign
The initiative is part of a broader all-India campaign led by the Department of Pension and Pensioner Welfare (DoPPW). The 4th National Digital Life Certificate (DLC) Campaign will run from November 1 to November 30, 2025. This extensive outreach effort is the largest of its kind for pensioners in India, covering every district and over 2,000 sub-divisional headquarters. The DLC 4.0 campaign is a collaborative effort involving the DoPPW, the Controller General of Communication Accounts (CGCA), the Controller General of Defence Accounts (CGDA), 19 pension disbursing banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations (PWAs), UIDAI, and the Ministry of Electronics and IT.
Holistic Welfare Measures for Pensioners
Alongside the DLC campaign, the CGCA is introducing various welfare measures for pensioners nationwide. These initiatives include wellness and health camps, Ayurveda and yoga sessions, and campaigns aimed at raising cybersecurity awareness. The goal is to enhance the physical, emotional, and digital well-being of the pensioner community. Under the DLC 4.0 initiative, the CGCA plans to organize 320 dedicated camps across the country, a significant increase from the 226 camps held in 2024. The objective is to achieve 100% Digital Life Certificate submission, ensuring that no pensioner is left unattended. Approximately 22,300 pensioners are expected to have their certificates expire in November 2025, and nearly 1.6 lakh Digital Life Certificates have already been collected this fiscal year.
Streamlining Pension Processing with SAMPANN
The CGCA manages a pensioner base of 399,470 individuals, including those from MTNL. Of these, 328,678 pensioners have successfully transitioned to the SAMPANN system, which streamlines pension processing and disbursement. The SAMPANN portal automates the entire pension disbursement process, ensuring timely credit to beneficiaries’ bank accounts and enhancing transparency by eliminating intermediaries. Pensioners can access their digital profiles, which include payment history, e-PPOs, monthly statements, and grievance submission and tracking features. The implementation of SAMPANN has resulted in annual savings of over ₹40 crore, reflecting the Department’s commitment to efficiency and good governance. Launched on December 29, 2018, by Prime Minister Shri Narendra Modi, SAMPANN aims to create a seamless pension processing system, aligning with the principle of “Minimum Government, Maximum Governance.”
