Wealthy Indians Reassess Golden Visa Strategies as Lisbon Extends Citizenship Timeline

Portugal has recently revised its citizenship regulations, significantly extending the residency requirement for foreigners seeking a passport from five years to a maximum of ten years. This change has particularly impacted wealthy Indian investors who previously utilized Portugal’s golden visa program as a pathway to European citizenship. The decision reflects a broader trend across Europe, where investment-based migration programs are becoming increasingly difficult to access amid rising political pressures and recent judicial rulings.

Impact on Indian Investors

The new citizenship rules in Portugal have disrupted the plans of many Indian investors who were counting on a five-year timeline for obtaining a passport. Gopal Kumar, founder of borderless.VIP, a global citizenship and residency advisory firm, noted that around 10 to 12 clients in his pipeline are directly affected, representing an investment of approximately 10 million euros. Kumar highlighted that inquiries regarding Portugal’s citizenship have decreased, with many investors now looking towards faster alternatives in other countries. The shift in interest is evident, as clients are increasingly considering options like the UAE’s 10-year residency program, Caribbean citizenship plans, and the US EB-5 route.

Kunal Sharma, founder of Taraksh Lawyers & Consultants, estimates that between 300 to 500 Indian families could be impacted by this change, involving investments ranging from 150 to 250 million euros. Many of these applicants had structured their plans around the previous five-year timeline, which has now effectively doubled, causing significant delays in their naturalization processes.

Political and Economic Factors

The decision to extend the residency period is influenced by various factors, including rising housing costs and the growing influence of far-right politics in Portugal. Experts suggest that public pressure has compelled the government to adopt a stricter stance on investment-led residency. Sharma explained that the change is not only about compliance with EU norms but also about addressing public concerns regarding migration control. The underlying message from the government appears to be that citizenship should be earned through genuine integration rather than mere financial investment.

Andri Boiko, founder of Garant In, emphasized that this trend is not isolated to Portugal. He pointed out that a fragmented government and the rise of far-right sentiments have made citizenship and migration key issues in political discussions across Europe. Governments are increasingly under pressure to demonstrate that citizenship must be based on meaningful connections to the country, rather than solely on financial contributions.

Shifting Interests Among Investors

Investor caution has been evident since Portugal closed its real estate investment route last year. Following the European Court of Justice’s ruling against Malta’s citizenship-for-sale model, interest in EU citizenship programs has noticeably declined among Indian clients. Sharma reported a drop of 30 to 40% in inquiries related to Portugal, while interest in the UAE and Caribbean options has surged by 20 to 30% over the past two quarters.

As the new rules take effect, many Indian applicants who are already in the process are hurrying to finalize their paperwork. New clients are exploring alternative countries like Greece, Italy, and France for quicker access to Schengen residency. Wealth managers are advising clients to diversify their investments to avoid losing opportunities. Keshav Singhania, head of private client practice at Singhania & Co., noted that investors are now also considering venture capital and private equity funds in sectors such as renewable energy and cultural heritage, which offer more than just financial returns.
