Department of Legal Affairs Completes Special Campaign 5.0
Under the leadership of Hon’ble Union Minister of State (I/C) for Law & Justice, Shri Arjun Ram Meghwal, the Department of Legal Affairs (DLA) has launched Special Campaign 5.0, running from October 2 to October 31, 2025. This initiative aims to foster a culture of cleanliness, efficiency, and reform across the nation. By emphasizing innovation and participative governance, the campaign unites various offices and personnel under the ethos of “Swachhata Hi Seva,” marking a significant shift in the department’s approach to administrative practices.
Implementation Phase and Objectives
The Implementation Phase of Special Campaign 5.0 commenced on October 1, 2025, following a successful Preparatory Phase. This campaign aligns with the government’s broader vision of achieving comprehensive cleanliness across all ministries and departments. The DLA has demonstrated a strong commitment to this initiative, focusing on enhancing cleanliness, improving record management, and streamlining procedural reforms. The campaign’s success is attributed to daily monitoring, inter-divisional coordination, and real-time updates on the SCDPM 5.0 portal. The DLA has effectively addressed all 12 action points outlined by the Department of Administrative Reforms and Public Grievances (DARPG), which include cleanliness, beautification, record management, and the disposal of pending cases.
Nationwide Participation and Engagement
The campaign’s implementation involved extensive participation from the Main Secretariat and all attached and subordinate offices of the DLA. This includes four Branch Secretariats located in Bengaluru, Chennai, Kolkata, and Mumbai, as well as the Central Agency Section, the Law Commission of India, and the Indian Law Institute. Officers and counsels from the department, including Law Officers of the Union of India and Senior Government Counsels, actively led cleaning and beautification initiatives across the country. From Chandigarh to Chhattisgarh and from Kolkata to Kerala, the campaign has become a nationwide movement, showcasing the DLA’s commitment to cleanliness and efficiency.
Innovative Practices and Achievements
Throughout the campaign, the DLA has documented eight best practices that highlight its innovative approach. One significant achievement is the launch of the “Live Cases” Dashboard under the Legal Information Management and Briefing System (LIMBS), which provides real-time visualization of over 7.23 lakh live court cases from various ministries. Additionally, the integration of LIMBS with the Public Financial Management System (PFMS) has enabled paperless processing of advocate fees, enhancing accountability and aligning with the Digital India initiative. The campaign also included leadership inspections by Minister Shri Arjun Ram Meghwal and Law Secretary Dr. Anju Rathi Rana, reinforcing a culture of discipline and transparency within the department.
Long-Term Impact and Future Vision
The DLA’s participation in Special Campaign 5.0 has redefined administrative reform as a people-driven movement. By merging cleanliness initiatives with digital governance and innovative leadership, the department has not only met its campaign targets but also established a sustainable model for efficient and citizen-oriented administration. This initiative aligns with the vision of a developed India by 2047, demonstrating the DLA’s commitment to fostering a clean and efficient governance framework for the future.
