ECI Directs Strict Implementation of Model Code of Conduct for Bihar Elections
The Election Commission of India (ECI) has officially announced the schedule for the upcoming General Election to the Legislative Assembly of Bihar, set for October 6, 2025. In conjunction with this announcement, the ECI has implemented the Model Code of Conduct (MCC), which will take immediate effect in the state. This code not only applies to local political activities but also extends to the Central Government regarding any announcements or policy decisions affecting Bihar.
Implementation of the Model Code of Conduct
The ECI has directed the Chief Secretary and Chief Electoral Officer of Bihar to ensure the immediate enforcement of the Model Code of Conduct. This code is designed to maintain a level playing field during the election period. It includes strict guidelines against the defacement of public and private property, the misuse of government resources, and the issuance of advertisements funded by public money. Political parties and candidates are reminded that they must respect the privacy of citizens, prohibiting demonstrations or picketing outside private residences. Additionally, any use of land, buildings, or walls for campaign materials such as flags and posters requires the owner’s consent.
Complaint Monitoring System and Reporting Violations
To facilitate transparency and accountability, the ECI has established a complaint monitoring system. Citizens and political parties can lodge complaints through a dedicated Call Centre number, 1950, which operates 24/7. Furthermore, the C-Vigil App on ECINET allows users to report violations of the MCC easily. To ensure prompt action, 824 flying squads have been deployed across Bihar, tasked with addressing complaints within 100 minutes. This initiative aims to enhance the electoral process’s integrity and responsiveness to public concerns.
Guidelines for Political Parties and Officials
Political parties are required to notify police authorities in advance about any meetings or processions. This notification is essential for making necessary traffic and security arrangements, complying with prohibitory orders, and obtaining permissions for the use of loudspeakers or other facilities. The ECI has also emphasized that ministers must not mix their official duties with election campaigning or utilize government resources for political purposes. Additionally, there will be a ban on transferring officials involved in the election process to ensure stability and impartiality.
Equal Access to Public Spaces
The ECI has mandated that public spaces, including maidans and helipads, must be accessible to all political parties under the same conditions. To streamline the allocation of these spaces, the SUVIDHA module on ECINET has been activated, allowing parties to apply for usage on a first-come, first-served basis. This initiative aims to promote fairness and equal opportunity for all candidates and parties participating in the electoral process, thereby enhancing the credibility of the upcoming elections in Bihar.
