The bye-elections will address vacancies in eight Assembly Constituencies. In Jammu and Kashmir, the constituencies affected are 27-Budgam, due to the resignation of Omar Abdullah, and 77-Nagrota, following the death of Shri Devender Singh Rana. Rajasthan’s 193-Anta constituency is facing a vacancy due to the disqualification of Shri Kanwarlal. Jharkhand’s 45-Ghatsila (ST) is also vacant due to the death of Shri Ramdas Soren.
In Telangana, the 61-Jubilee Hills constituency is vacant following the death of Shri Maganti Gopinath. Punjab’s 21-Tarn Taran constituency is vacant due to the passing of Dr. Kashmir Singh Sohal. Mizoram’s 2-Dampa (ST) is also affected by the death of Shri Lalrintluanga Saila, while Odisha’s 71-Nuapada constituency is vacant due to the death of Shri Rajendra Dholakia.
Electoral Roll Updates
The Election Commission has emphasized the significance of maintaining accurate and updated electoral rolls as a foundation for credible elections. Following amendments to the Representation of the People Act-1950, the commission has introduced four qualifying dates for voter enrollment each year. As part of this initiative, a Special Summary Revision of Electoral Rolls was conducted, with the qualifying date set for July 1, 2025, for most constituencies, while for the two constituencies in Jammu and Kashmir, the date is April 1, 2025.
The final publication of the electoral rolls for the affected constituencies has been scheduled. For instance, the electoral roll for 27-Budgam and 77-Nagrota was published on May 5, 2025, while the roll for 45-Ghatsila (ST) will be published on September 29, 2025. The publication dates for other constituencies vary, with the last being for 71-Nuapada on October 9, 2025.
Bye-Election Schedule
The Election Commission has laid out a detailed schedule for the upcoming bye-elections. The notification for the elections will be issued on October 13, 2025, with the last date for nominations set for October 20, 2025. The scrutiny of nominations will take place on October 22, 2025, and candidates will have until October 24, 2025, to withdraw their candidatures.
The polling date is scheduled for November 11, 2025, with the counting of votes set for November 14, 2025. The commission aims to complete the election process by November 16, 2025.
