LBSNAA and Department of Land Resources Host National Workshop on NAKSHA Programme for District Collectors

The Lal Bahadur Shastri National Academy of Administration (LBSNAA) has launched a two-day National Training-cum-Workshop on the NAKSHA Programme in collaboration with the Department of Land Resources (DoLR), Ministry of Rural Development. This initiative aims to prepare District Magistrates and Collectors from across India for the upcoming nationwide implementation of a significant urban land resources project. The NAKSHA Programme, part of the Digital India Land Records Modernization Programme, focuses on enhancing transparency and efficiency in urban land governance through advanced geospatial mapping and data analytics.

NAKSHA Programme Overview

The NAKSHA Programme is a groundbreaking one-year pilot initiative designed to modernize urban land governance in India. It aims to integrate advanced geospatial mapping and data analytics to create a more transparent and efficient system for managing urban land records. By utilizing cutting-edge technologies such as Global Navigation Satellite System (GNSS) and Web-GIS tools, the programme seeks to eliminate confusion regarding land ownership, streamline property taxation, and lay a solid foundation for future urban planning. This initiative is a significant step towards achieving the vision of ‘One Nation, One Land Record’, ensuring that every urban land parcel is digitally mapped and authenticated.

The workshop, taking place from October 6 to 7, 2025, is designed to enhance the administrative and technical readiness of District Magistrates and Collectors for the nationwide rollout of the NAKSHA Programme. Organized by the B.N. Yugandhar Centre for Rural Studies at LBSNAA, the event emphasizes the importance of knowledge exchange between field officers and domain experts, focusing on the technical, legal, and administrative aspects of the initiative.

Keynote Address and Expert Sessions

The workshop features a keynote address by Shri Manoj Joshi, Secretary of the Department of Land Resources, who highlighted the transformative potential of the NAKSHA Programme. He emphasized the importance of ensuring that urban land records are transparent, updated, and accessible to all stakeholders. The event includes sessions led by senior officials and experts from various key institutions, including Shri Kunal Satyarthi, Joint Secretary of the Department of Land Resources, and Shri S. K. Sinha, Additional Surveyor General from the Survey of India.

Participants will benefit from the insights of experienced civil servants who will share practical knowledge on the implementation of the NAKSHA Programme. Notable speakers include Shri S. Sambasiva Rao, Director of Survey and Land Records for the Government of Kerala, and Shri N. K. Sudhansu, Director General of the Yashwantrao Chavan Academy of Development Administration (YASHADA). These sessions aim to provide a comprehensive understanding of the challenges and best practices in urban land governance.

Workshop Highlights and Training Sessions

The workshop is structured to provide a thorough overview of the NAKSHA Programme, including its workflow, deliverables, and ground-truthing processes. Participants will receive technical training on Geographic Information Systems (GIS) and Web-GIS tools, along with hands-on sessions demonstrating modern survey techniques like GNSS/ETS for land parcel surveys. Experts will also discuss aerial data acquisition and the challenges faced in the field, ensuring that attendees gain practical insights into the implementation of the programme.

Additionally, the workshop will cover the administrative and legal frameworks necessary for the successful implementation of NAKSHA, as well as best practices for awareness campaigns. By equipping district administrative heads with the skills and knowledge required to effectively manage the NAKSHA Programme, the workshop aims to facilitate a smooth rollout across the nation, ultimately enhancing urban land governance in India.
