Gram Panchayats Win National e-Governance Awards 2025 for Digital Service Delivery
In a groundbreaking initiative for grassroots digital governance, Gram Panchayats across India were honored with the National Awards for e-Governance (NAeG) 2025. This recognition, presented during the 28th National Conference on e-Governance (NCeG) in Visakhapatnam, Andhra Pradesh, highlights the importance of digital service delivery at the local level. The awards were presented by Dr. Jitendra Singh, Minister of State in the Prime Minister’s Office, following an inaugural address by Andhra Pradesh Chief Minister N. Chandrababu Naidu.
Awards and Recognition
The newly established category for the awards focuses on “grassroots-level initiatives in digital service delivery.” After a thorough evaluation of over 145,000 entries from across the nation, several Gram Panchayats were recognized for their exemplary efforts. The Gold Award was presented to Rohini Gram Panchayat in Dhule District, Maharashtra, led by Sarpanch Dr. Anandrao Pawara. The Silver Award went to West Majlishpur Gram Panchayat in West Tripura District, Tripura, under the leadership of Sarpanch Smt. Anita Deb Das. Additionally, two Jury Awards were given to Palsana Gram Panchayat in Surat District, Gujarat, and Suakati Gram Panchayat in Kendujhar District, Odisha, recognizing their innovative approaches to governance.
Each award comes with a trophy, certificate, and financial incentives of ₹10 lakh for the Gold Award and ₹5 lakh for the Silver Award, aimed at further enhancing citizen-centric initiatives in these communities.
Innovative Practices in Award-Winning Panchayats
The award-winning Gram Panchayats have set new standards in digital governance and participatory service delivery. Rohini Gram Panchayat has pioneered a fully paperless e-Office system, providing 1,027 online services and achieving 100% digital literacy among households. This initiative includes real-time grievance redressal and bulk SMS outreach, ensuring that citizens remain informed about governance decisions.
West Majlishpur Gram Panchayat has established itself as a model of accountability and transparency. By offering essential services such as birth and death certificates, trade licenses, and property records online, it has created a system where every request is monitored digitally. This approach not only enhances service delivery but also fosters trust within the community.
Palsana Gram Panchayat has integrated various digital platforms to facilitate property tax payments and grievance redressal, demonstrating how technology can simplify processes for over 10,000 citizens annually. Meanwhile, Suakati Gram Panchayat has utilized platforms like OdishaOne to provide 24/7 access to essential services, ensuring inclusivity and women’s leadership in governance.
Significance of the Awards
The National Awards for e-Governance, instituted by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with the Ministry of Panchayati Raj, signify a commitment to enhancing governance through digital means. This recognition aligns with the government’s vision that effective governance is best achieved through digital transformation. The two-day National Conference, themed “Viksit Bharat: Civil Service and Digital Transformation,” serves as a platform to discuss and promote these innovative practices.
On September 23, 2025, a dedicated plenary session will focus on “Gram Panchayats and Grassroots Innovations in e-Governance,” showcasing the success stories of these award-winning Panchayats as models for replication across the country. This initiative aims to inspire other local governance bodies to adopt similar digital strategies, ultimately enhancing service delivery and citizen engagement nationwide.
