Department of Pharmaceuticals Begins Preparations for Special Campaign 5.0

The Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, is gearing up for its Special Campaign for Disposal of Pending Matters (SCDPM) 5.0. This initiative aims to address and eliminate outstanding issues across various governance sectors. The campaign’s targets are set to be finalized by September 25, 2025, with directives already issued to all affiliated organizations to ensure active participation and timely execution.

Overview of SCDPM Initiatives

Since its launch in 2021, the SCDPM has made significant strides in improving governance within the Department of Pharmaceuticals. Collaborating with entities such as the National Pharmaceutical Pricing Authority (NPPA) and various public sector undertakings, the campaign has focused on enhancing record management, cleanliness, and the disposal of outdated materials. Each phase of the campaign has built upon the successes of its predecessors, demonstrating a commitment to efficiency and transparency in public service.

The first phase, SCDPM 1.0, introduced a digitization drive that transformed how records are managed. This initiative led to the review of over 8,000 physical files, resulting in the elimination of nearly 5,000 outdated documents. The early adoption of an e-Office system significantly improved operational efficiency, setting a strong foundation for subsequent campaigns.

Achievements of Previous Campaigns

The SCDPM has evolved through several phases, each contributing to the overarching goal of reducing pending matters. In SCDPM 2.0, which took place in 2022, nearly 7,000 Pradhan Mantri Jan Aushadhi Kendras participated, furthering the campaign’s reach. This phase saw the review and disposal of 6,453 physical files, clearing backlogs related to communications from Members of Parliament, the Prime Minister’s Office, and public grievances. The campaign also generated revenue of โ‚น95,000 through scrap disposal.

SCDPM 3.0, launched in 2023, expanded its cleanliness initiatives, covering 9,648 Jan Aushadhi Kendras. This phase reviewed 5,823 physical files, resulting in the removal of 1,400 files and generating โ‚น341,387 from scrap disposal. The ongoing commitment to cleanliness and efficiency reflects the campaign’s dedication to improving public service delivery.

Future Goals and Best Practices

As the Department of Pharmaceuticals prepares for SCDPM 5.0, it aims to achieve complete digitization of records and enhance operational efficiency. The previous campaign, SCDPM 4.0, focused on achieving 100% digitization, with 11,127 Jan Aushadhi Kendras participating. This phase reviewed over 10,000 files, both physical and electronic, and reclaimed significant office space, showcasing the campaign’s effectiveness in optimizing resources.

Best practices have emerged from various participants, notably NIPER-SAS Nagar, which has successfully reclaimed office space by disposing of old furniture and office scraps. Documenting these activities with photographic evidence highlights the tangible improvements made in workspace management.
