Defence Secretary Emphasizes Importance of Collaboration Between Industry, R&D Institutes
Defence Secretary Rajesh Kumar Singh has urged for greater collaboration between the public and private sectors, research institutions like the DRDO, and academic bodies to enhance the operational capabilities of the Armed Forces. Speaking at the STRIDE 2025 seminar in Pune, Maharashtra, he emphasized the need for stakeholders to stay updated with technological advancements to support India’s goal of becoming self-reliant, or Aatmanirbhar Bharat. Singh highlighted the importance of technological superiority in modern warfare and the necessity for the defence industry to evolve alongside the broader manufacturing sector to achieve a $30 trillion economy by 2047.
Technological Advancements and Industrial Growth
During his address, Defence Secretary Singh stressed that technological advancements and industrial strength are pivotal in determining the outcomes of conflicts. He pointed out that the defence industry must keep pace with the manufacturing sector to realize the vision of a developed India, or Viksit Bharat. Singh outlined the government’s commitment to fostering innovation and expanding the industrial base, which includes increasing the contribution of manufacturing to the GDP and generating employment. He noted that the transition towards a more innovative nation is essential for enhancing India’s startup culture and ensuring sustainable economic growth.
Singh also acknowledged the challenges posed by global conflicts, which have led to a rise in economic protectionism and nationalism. He called for a balanced approach that combines soft power with hard power, emphasizing the need for India to strengthen its position in the global arena. The Defence Secretary’s remarks underscore the urgency of adapting to the changing landscape of warfare and the importance of a robust defence ecosystem.
Government Initiatives for Defence Innovation
In his speech, Singh highlighted several initiatives undertaken by the government to maintain India’s competitive edge in technology. These include revisions to the Defence Procurement Manual and the Defence Acquisition Procedure, aimed at making processes more dynamic and outcome-oriented. He emphasized the need to lower entry barriers for private sector participation and to encourage grassroots innovation. By fostering a competitive environment, the government aims to diversify India’s defence industrial base and stimulate growth in the sector.
Singh urged private industries to invest more in research and development, as well as manufacturing capabilities. He pointed out that without significant investment from the private sector, the defence industry would struggle to achieve the level of innovation required by the Armed Forces. He noted that while defence orders may be sporadic, possessing strong technological and engineering capabilities can help sustain businesses through domestic and export opportunities.

Lt Gen Dhiraj Seth, General Officer Commanding-in-Chief of Southern Command, echoed Singh’s sentiments by advocating for a Whole-of-Nation approach to achieve self-reliance in defence capabilities. The STRIDE 2025 seminar brought together experts from various sectors, including the Armed Forces, academia, and private industry, to discuss strategies for developing an indigenous defence ecosystem. The event featured panel discussions on critical themes such as accelerating defence manufacturing growth and enhancing collaboration among stakeholders.
Participants explored ways to fast-track niche technologies through reverse engineering and industry funding for academic research. They also discussed the role of the DRDO in fostering indigenous innovation and the importance of strengthening partnerships between private industries, public sector undertakings, and academic institutions. The seminar aimed to chart a roadmap for R&D, production, maintenance, and innovation in the defence sector.
