Japanese Ambassador Heads High-Level Delegation to Dholera Special Investment

The Ambassador of Japan to India, Mr. Keiichi Ono, recently led a high-level delegation of prominent Japanese companies on an official visit to the Dholera Special Investment Region (Dholera SIR). This visit, which took place on July 9 and 10, 2025, aimed to strengthen industrial cooperation between India and Japan, emphasizing shared values of innovation and sustainability. The delegation’s activities included a conference in Ahmedabad and an extensive tour of Dholera’s infrastructure, highlighting the region’s potential as a hub for advanced manufacturing.

Engagement and Site Visits

The two-day visit began with a conference session in Ahmedabad, where key stakeholders gathered to discuss the future of industrial collaboration. On July 10, the Japanese delegation toured Dholera SIR, accompanied by officials from Dholera Industrial City Development Ltd. (DICDL) and the National Industrial Corridor Development Corporation (NICDC). The tour included significant sites such as the Water Treatment Plant, Canal Front Development, and the under-construction Tata Electronics semiconductor fabrication plant. This facility is being developed in partnership with Taiwan’s Powerchip Semiconductor Manufacturing Corporation and is a crucial part of India’s Semicon India Programme, which is attracting substantial investments in Gujarat.

During the site visits, the delegation also examined Dholera’s planned social infrastructure, which includes a multi-specialty hospital, fire station, integrated school, and various residential and commercial complexes. These developments are designed to ensure that Dholera becomes a fully livable and investor-ready smart city, aligning with India’s broader Vision 2047 of becoming a developed and self-reliant economy.

Key Presentations and Discussions

The conference featured opening remarks from notable figures, including Ms. Kazuko Sakuma, Resident Executive Officer & Regional Head for Asia Pacific at the Japan Bank for International Cooperation (JBIC), and Mr. Yu Yoshida, Chief Representative of JETRO Ahmedabad. Mrs. Mona K. Khandhar, Principal Secretary of the Department of Science & Technology in Gujarat, also addressed the attendees. The keynote address by Shri Rajat Kumar Saini, CEO & MD of NICDC, highlighted the deepening strategic partnership between India and Japan, particularly through the Delhi-Mumbai Industrial Corridor (DMIC).

Presentations during the session showcased India’s evolving industrial ecosystem and the emergence of Dholera as a center for advanced manufacturing. The discussions underscored the importance of Japanese collaboration and investment in realizing the potential of Dholera SIR as a significant player in the global manufacturing landscape.

Ambassador’s Closing Remarks and Future Prospects

The session concluded with a special address by Ambassador Keiichi Ono, who praised India’s vision for semiconductor development and smart cities.
