Africa Central to Ocean Action, Says Secretary-General

UN Secretary-General Antรณnio Guterres delivered a powerful message at the โ€œAfrica for the Oceanโ€ summit held in Nice, France, emphasizing the deep connection between Africa and its oceans. He highlighted the continent’s vast maritime resources, which are crucial for the livelihoods of millions. However, Guterres warned that these resources are often undervalued and overexploited, leading to significant challenges such as maritime insecurity, pollution, and the impacts of climate change. He called for urgent action and collaboration to address these issues and unlock Africa’s potential as a maritime powerhouse.

Africa’s Maritime Significance

Africa boasts over 30,000 kilometers of coastline and is home to 38 coastal states, making it a significant player in global maritime activities. The ocean serves as a vital source of life, identity, and economic opportunity for millions of Africans. Guterres underscored that the future of the continent is intrinsically linked to its waters, which are rich in resources yet often neglected. He pointed out that maritime insecurity poses a threat to peace, while pollution damages coastal ecosystems. Furthermore, the climate crisis, which Africa has contributed to minimally, is wreaking havoc on its shores. Despite these challenges, African nations are actively seeking solutions and demonstrating innovative approaches to ocean governance.

Regional Cooperation and International Agreements

Guterres highlighted Africa’s commitment to regional cooperation and international collaboration, citing the African Unionโ€™s 2050 Integrated Maritime Strategy for the Seas and Oceans. He noted the continent’s significant role in the negotiations surrounding the Agreement on Marine Biological Diversity beyond Areas of National Jurisdiction (BBNJ Agreement). This agreement aims to ensure equitable benefit sharing and capacity-building in marine technology. Currently, 28 African states have signed the agreement, with three already ratified, and more expected to join during the summit. This collective action signifies Africa’s central role in global ocean governance and its determination to protect marine biodiversity.

Addressing Challenges and Promoting Sustainable Development

To fully harness Africa’s maritime potential, Guterres called for a political and financial surge to address pressing issues such as piracy, human trafficking, and illegal fishing. He emphasized the importance of strengthening maritime security and enhancing ocean governance through scientific collaboration. Efforts must focus on combating pollution, protecting biodiversity, and promoting sustainable practices in marine energy, aquaculture, and tourism. These initiatives are essential for creating decent jobs, particularly for young people and women. Guterres stressed that Africa’s oceans should serve as integration corridors, linking coastal and landlocked countries to foster shared growth and development.

Call for Global Support and Fair Representation

Guterres urged global financial institutions and donors to support Africa’s maritime initiatives, particularly in light of historical injustices that have often sidelined the continent in global investment decisions. He advocated for reforms in financial institutions to ensure they are representative and effective in addressing the needs of developing countries. The Pact for the Future, adopted last September, calls for these necessary reforms. Guterres concluded by stating that Africa is poised to lead in addressing ocean challenges, and the world must support its journey toward a sustainable and prosperous future.
