Visit of the Union Minister of Health and Family Welfare

The Union Minister for Health and Family Welfare, Shri JP Nadda, recently concluded a significant visit to Saudi Arabia from July 11 to July 13, 2025. His trip aimed to strengthen bilateral cooperation between India and the Kingdom in the Chemicals and Fertilizers sector. Leading a high-level delegation, Nadda engaged in discussions with Saudi officials to enhance partnerships in fertilizers, petrochemicals, and pharmaceuticals, culminating in the signing of long-term agreements for fertilizer supply.

Strengthening Bilateral Ties

During his visit, Shri JP Nadda met with His Excellency Mr. Bandar bin Ibrahim Al Khorayef, the Saudi Minister of Industry and Mineral Resources, to explore mechanisms for bolstering collaboration in various sectors. The discussions focused on the fertilizer and petrochemical industries, with both parties emphasizing the importance of a robust partnership. The meeting underscored the commitment to expand bilateral relations, particularly in the supply of fertilizers essential for agricultural productivity in India.

A key outcome of the discussions was the signing of long-term agreements between Maaden, a leading Saudi company, and Indian firms such as IPL, KRIBHCO, and CIL. These agreements will facilitate the supply of 3.1 million metric tons of Diammonium Phosphate (DAP) fertilizer annually for five years, with the possibility of extending the agreement for an additional five years. This commitment is expected to significantly enhance India’s fertilizer security and ensure a steady supply of essential agricultural inputs.

Investment Opportunities and Collaborative Research

The meetings also addressed potential investments, focusing on opportunities for Indian Public Sector Undertakings (PSUs) to invest in the Saudi fertilizer sector. In return, Saudi investments in India were discussed, highlighting the mutual benefits of such collaborations. Both sides recognized the need for joint research initiatives, particularly in developing customized fertilizers tailored to India’s agricultural needs. This collaborative approach aims to enhance agricultural productivity and sustainability in both nations.

To facilitate these efforts, a joint team has been established, led by the Secretary of Fertilizers from India and the Vice Minister for Mining Affairs from Saudi Arabia. This team will explore long-term collaboration opportunities in the fertilizer sector, ensuring that both countries can benefit from shared knowledge and resources.

Meetings with Saudi Officials

In addition to discussions on fertilizers, Shri JP Nadda held a bilateral meeting with His Royal Highness Prince Abdulaziz bin Salman Al Saud, the Saudi Minister of Energy. This meeting focused on enhancing the economic partnership between India and Saudi Arabia. The Prince also hosted a lunch in honor of the Union Minister, further solidifying the diplomatic ties between the two nations.

Nadda’s agenda included a meeting with H.E. Abdulaziz Al-Rumaih, the Saudi Vice Minister of Health, where they explored avenues for cooperation in the medical sector. Topics included health services, pharmaceuticals, and digital health solutions. They acknowledged the importance of a bilateral Memorandum of Understanding (MoU) on Health, which was signed during Prime Minister Narendra Modi‘s recent state visit to Saudi Arabia.

Visit Highlights and Future Prospects

On July 12, Nadda and his delegation visited Maaden facilities at Ras Al Khair, where they toured the phosphate production plant. This visit underscored India’s role as a key export destination for fertilizers from Saudi Arabia. The Chairman of the Saudi India Business Council, Mr. Abdulaziz bin Abdul Hadi Al Qahtani, hosted a dinner in Dammam, attended by members of the local business community, further emphasizing the importance of business relations between the two countries.

The visit highlighted the strong economic ties between India and Saudi Arabia, particularly in the fertilizer sector. In the fiscal year 2024-25, India’s imports of DAP fertilizer from Saudi Arabia reached 1.9 million metric tons, reflecting a 17% increase from the previous year. With the new long-term agreements in place, the supply of DAP is set to increase significantly, ensuring a reliable source of fertilizers for India’s agricultural needs.
