UN Urges Peaceful Withdrawal of Israeli Forces
As the deadline approaches for the withdrawal of Israeli forces from Lebanon, tensions remain high in the region. With only ten days left in the 60-day period mandated by the United Nations, airstrikes and demolitions continue to pose challenges. Jean-Pierre Lacroix, the Under-Secretary-General for Peace Operations, addressed the Security Council, emphasizing the need for the UN Interim Force in Lebanon (UNIFIL) to operate without obstruction. Current Situation in Southern Lebanon
The situation in southern Lebanon is complex and requires careful management. As of January 15, the Lebanese Armed Forces have deployed to 93 locations south of the Litani River. This deployment is part of a broader strategy to increase military presence in the area, with plans to add an additional 6,000 troops. Recently, 262 newly recruited personnel were sent to the South Litani Sector. Lacroix noted that a carefully sequenced withdrawal plan for the Israel Defense Forces (IDF) has been proposed. He urged the IDF to withdraw from Lebanese territory promptly to ensure peace and stability.
Despite the fragile ceasefire, the Lebanese authorities have shown commitment to upholding their obligations under UN Security Council resolution 1701, established in 2006. Lacroix commended the Lebanese Armed Forces for their increased resolve in addressing the presence of unauthorized armed groups, particularly Hizbullah. UNIFIL has identified 116 caches of weapons and ammunition in the region, including various types of explosives and firearms. This discovery underscores the ongoing security challenges faced by UN peacekeepers and the Lebanese military.
Challenges Faced by UNIFIL
UNIFIL’s operations are hindered by several challenges that threaten its effectiveness. The presence of unexploded ordnance and roadblocks at various locations restrict the movement of peacekeepers. Additionally, interference from local individuals complicates their mission. Lacroix stressed the critical need for UNIFIL to have unrestricted freedom of movement and full access to its operational area. Without these conditions, the mission’s ability to monitor and maintain peace is severely compromised.
Despite these challenges, there is a sense of cautious optimism. Lacroix expressed hope that the current situation would not revert to past conflicts. He emphasized the importance of building confidence in security and stability along the Blue Line, which separates Lebanon and Israel. This confidence is essential for the communities living in southern Lebanon and northern Israel, who have endured years of conflict and instability.
Impact of Regional Developments on Stability
In addition to the situation in Lebanon, developments in neighboring Syria also impact regional stability. Patrick Gauchat, the Head of Mission for the United Nations Truce Supervision Organization (UNTSO), reported on the effects of the recent fall of the Assad government. Despite these changes, UNDOF is working to establish stable communication channels with the caretaker authorities in Syria. Gauchat noted that these authorities have publicly committed to the 1974 Disengagement of Forces Agreement, which aims to maintain peace in the Golan Heights.
However, the presence of the Israel Defense Forces in the area of separation raises concerns. They continue to conduct construction work and set up communication equipment, actions that violate the 1974 Agreement. UNDOF has informed Israel of these violations, but the IDF’s presence and roadblocks have affected UN personnel’s operational movements. Residents in the area have appealed for assistance, reporting damage to infrastructure and disruptions to their daily lives. Gauchat emphasized that military forces other than UNDOF should not operate in the area to preserve stability.
