The discussion also highlighted the challenges posed by unilateral sanctions imposed by individual countries. China’s delegate pointed out that these measures create significant political and legal risks for humanitarian organizations. He stressed the need for strict adherence to the resolution’s requirements to prevent terrorist organizations from exploiting the humanitarian carveout. The current status quo, he argued, is unacceptable, and there is an urgent need to end unilateral measures that inflict harm on affected countries.
The United States, as the world’s leading humanitarian donor, recognizes its responsibility to ensure that aid reaches the most vulnerable populations. The U.S. representative emphasized that humanitarian providers, donors, and banks deserve legal predictability and protection to carry out their vital work. He asserted that there has been no substantial evidence of aid diversion benefiting sanctioned actors, reinforcing the need for continued support for humanitarian operations.
