Transforming Transport: New Scheme for Clean Vehicles Launched
The Indian Union Cabinet has initiated a groundbreaking step towards reducing transport-related air pollution with the approval of the PARIVARTAN Scheme on June 3, 2026. This innovative program aims to replace over 200,000 trucks and buses that comply with Bharat Stage (BS)-IV emissions standards, primarily operating in the National Capital Territory of Delhi and surrounding districts in Haryana, Rajasthan, and Uttar Pradesh. Under the Scheme, these older vehicles will be transitioned to BS-VI compliant or electric alternatives, significantly cutting down harmful emissions.
Significant Financial Support for Transition
With a substantial financial outlay of ₹9,585 crore, the PARIVARTAN Scheme is supported by ₹5,041 crore from the Central Government’s budget. The initiative, spearheaded by the Ministry of Road Transport and Highways (MoRTH) and funded through the National Capital Region Planning Board (NCRPB), aims to incentivize owners of eligible vehicles to upgrade to more environmentally friendly options.
Incentives for Vehicle Owners
Vehicle owners participating in the program can benefit from a series of attractive incentives designed to make the switch more appealing. These incentives include:
- 5% savings on vehicle loan interest for five years.
- Complete road tax waiver for ten years and exemption from registration fees, as coordinated with the state governments of Delhi, Haryana, Rajasthan, and Uttar Pradesh.
- Discounts of at least 8% off the ex-showroom price from participating Original Equipment Manufacturers (OEMs).
- Monthly fuel vouchers ranging from ₹1,200 to ₹4,800 for five years for buyers of BS-VI diesel or CNG vehicles, and a one-time incentive ranging from ₹64,000 to ₹2.56 lakh for those opting for electric vehicles.
Growing Participation and Awareness Campaign
Since the Scheme’s launch on July 14, 2026, registration has seen promising progress, with over 1,300 beneficiaries signing up on the PARIVARTAN Portal as of August 27, 2026. To facilitate the financing process, 42 banks and non-banking financial companies (NBFCs) are participating to provide interest subventions for vehicle loans. Additionally, partnerships have been established through Memoranda of Understanding (MoUs) with 15 auto OEMs to apply discounts to the eligible participants.
A comprehensive awareness campaign is underway to ensure that eligible vehicle owners across the Delhi-NCR region are well-informed about the Scheme, its benefits, and the registration process. This multifaceted campaign covers various media, including print, electronic, digital platforms, and outdoor advertising in strategic locations like fuel stations, transport nagars, toll plazas, and Regional Transport Offices (RTOs), aiming to maximize registration and participation.
