Transforming Indian Cities: Education and Safety Initiatives

The Smart Cities Mission (SCM) in India has made significant strides in enhancing urban living through innovative projects. A recent report by the Indian Institute of Management, Bangalore, highlights two key areas of improvement: education and public safety. The findings reveal that 71 smart cities have developed smart classrooms and implemented surveillance measures, leading to a more educated and safer urban environment. Enhancing Education Through Smart Classrooms

The Smart Cities Mission has introduced smart classrooms in government schools across India. According to the IIM Bangalore report, 71 cities have established 9,433 smart classrooms in 2,398 government schools. This initiative aims to improve the quality of education, particularly for economically disadvantaged children. The introduction of smart classrooms has resulted in a 22% increase in overall student enrollment from 2015-16 to 2023-24, as reported by 19 cities.

The report also highlights the development of digital libraries in 41 cities, providing essential educational resources. These libraries have a total seating capacity of 7,809 and have significantly impacted cities like Raipur and Tumakuru. They support students in preparing for competitive exams and enhance their learning experiences. Teacher training programs have also been implemented, improving educators’ comfort and preference for using smart classroom facilities. Senior secondary teachers reported the highest comfort levels, indicating a positive shift in teaching methodologies.

Moreover, teachers generally agree that the smart classroom initiative is enhancing learning experiences and increasing student attendance. The introduction of smart solutions in government schools and public libraries has facilitated inclusive access to education for economically weaker sections. This comprehensive approach aims to bridge the educational gap and ensure that every child has access to quality learning resources.

Improving Urban Safety with Surveillance Measures

The second focus of the IIM Bangalore report is the impact of real-time tracking and surveillance measures on urban safety, particularly for women. The study assessed the effectiveness of security measures, including CCTV cameras and emergency call boxes, across 93 smart cities. The integration of these systems with Integrated Command and Control Centers (ICCCs) has created a safer urban environment.

In cities like Chennai, Nagpur, and Tumakuru, advanced monitoring systems have been implemented. These systems assist law enforcement in gathering critical evidence for resolving crimes efficiently. Notably, Nagpur reported a 14% decline in overall crime rates following the implementation of these surveillance measures. The presence of over 59,802 CCTV cameras and emergency call boxes has contributed to a significant reduction in harassment and assault cases.

Women in these cities have reported increased confidence in navigating public spaces, thanks to the enhanced safety measures. The integration of surveillance systems with police operations has also improved evidence-based policing, making urban areas safer for all residents. This focus on safety is crucial in creating an environment where women feel secure and empowered to participate fully in public life.

The Role of SAAR in Urban Development

The Smart Cities Mission has launched the SAAR initiative, which stands for Smart Cities & Academia towards Action & Research. This platform aims to bridge the gap between academia and government by documenting and researching new urban initiatives. Under this initiative, 50 impact assessment studies have been conducted by 29 premier institutions in India, including IIMs and IITs.

The SAAR initiative has provided valuable data and facilitated on-ground site visits for researchers. This collaboration aims to document learnings that can inform future urban development policies. The studies cover various themes, including education and safety, and aim to assess the effectiveness of the Smart Cities Mission.

As of November 2024, 91% of the projects under the Smart Cities Mission have been completed. The mission has introduced unique and innovative projects tailored to meet the local needs of residents. With the mission nearing completion, it is essential to assess the impact of these initiatives and document the solutions implemented in various cities.
