TRAI Releases Draft Manual for Property Rating

The Telecom Regulatory Authority of India (TRAI) has unveiled a draft manual aimed at standardizing the assessment of properties for digital connectivity. Released on May 13, 2025, under the “Rating of Properties for Digital Connectivity Regulations, 2024,” this manual is designed to establish a uniform methodology for Digital Connectivity Rating Agencies (DCRAs). It will also serve as a reference for Property Managers (PMs) in developing Digital Connectivity Infrastructure (DCI) within their properties. Importance of Digital Connectivity

Digital connectivity has become essential in todayโ€™s world, influencing various aspects of life and work. Over the past decade, the surge in digitalization has transformed economies, innovations, education, and healthcare. This evolution has reshaped business models and societal structures. As more data is consumed within buildings, the demand for robust in-building digital connectivity has intensified, particularly with the advent of 4G and 5G networks. These high-frequency networks offer faster data rates but face challenges due to physical barriers like walls and building materials, making effective connectivity solutions crucial.

TRAI’s Recommendations and Regulatory Framework

In a significant move to enhance digital connectivity within buildings, TRAI submitted recommendations to the government on February 20, 2023. These recommendations focused on creating a framework for rating buildings and areas based on their digital connectivity capabilities. Following this, TRAI introduced the “Rating of Properties for Digital Connectivity Regulations, 2024,” on October 25, 2024. This regulation aims to foster a collaborative and sustainable approach to developing digital connectivity infrastructure as part of new construction and renovation projects.

Draft Manual Methodology and Stakeholder Engagement

The draft rating manual outlines a comprehensive methodology for assessing digital connectivity across various property categories. Properties will be evaluated based on specific criteria, including fiber readiness, mobile network availability, in-building solutions, and Wi-Fi infrastructure. This structured framework ensures a fair and transparent assessment process, benefiting all stakeholders involved, including DCRAs, Property Managers, and service providers. By implementing this rating system, prospective tenants and buyers can make informed decisions based on connectivity ratings, promoting properties with superior digital infrastructure.

Stakeholders are encouraged to provide feedback on the draft manual by June 2, 2025, with counter-comments due by June 9, 2025.
