TRAI Evaluates Network Quality in Una and Mandi City, Including Highway Route

The Telecom Regulatory Authority of India (TRAI) has released its Independent Drive Test (IDT) findings for the Himachal Pradesh Licensed Service Area, showcasing mobile network performance across various terrains. Conducted from May 26 to May 28, 2025, the tests spanned over 800 kilometers, including city, highway, and railway routes. The assessment aimed to evaluate the quality of voice and data services in real-world conditions, providing insights into the performance of major telecom service providers (TSPs) in the region.
Comprehensive Testing Across Diverse Routes
The IDT conducted by TRAI covered a total of 116.6 kilometers in urban areas, 283.9 kilometers on highways, and 384.8 kilometers along railway routes. Additionally, the tests included evaluations at five hotspot locations and a 2.3-kilometer walk test. The assessment focused on various technologies, including 2G, 3G, 4G, and 5G, to reflect the user experience across different devices. The tests were supervised by the TRAI Regional Office in Delhi, ensuring adherence to standardized protocols and calibrated equipment. The findings have been communicated to all relevant TSPs, emphasizing the importance of maintaining service quality in a rapidly evolving digital landscape.
Key Performance Indicators for Voice and Data Services
The IDT evaluated several critical parameters for both voice and data services. For voice services, key metrics included Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate, Speech Quality (Mean Opinion Score), and coverage. In terms of data services, the assessment focused on Download and Upload Throughput, Latency, Jitter, Packet Drop Rate, and Video Streaming Delay. The results indicated a mixed performance in Una and Mandi, with Airtel achieving a CSSR of 98.90% and a DCR of 0.67%. Other providers, such as BSNL, RJIL, and VIL, showed varying results, highlighting the competitive landscape of mobile services in the region.
Performance Insights from Major Telecom Providers
The performance of major telecom providers was closely analyzed during the IDT. Airtel led in both voice and data services, with an average download speed of 134.56 Mbps and an upload speed of 19.07 Mbps. In contrast, BSNL’s average download speed was significantly lower at 3.25 Mbps, while RJIL and VIL recorded 194.15 Mbps and 15.88 Mbps, respectively. The findings also revealed that 5G data services performed exceptionally well in urban hotspots, with peak download speeds reaching 572.97 Mbps. The results underscore the importance of continuous improvement in network infrastructure to meet the growing demands of consumers.
Real-World Conditions and Future Commitments
The IDT included assessments in high-density neighborhoods and key public locations, such as courts and hospitals, to capture the mobile network’s performance in real-world conditions. Walk tests were conducted in crowded areas to understand user experiences better.
