India faces a pressing challenge in enhancing its domestic chip design capabilities as competition from China escalates. This concern arises following the United States’ recent decision to lift restrictions on the export of Electronic Design Automation (EDA) software to Chinese companies. Experts warn that this shift could intensify competition not only within India’s EDA sector but also across the broader electronics and semiconductor landscape.

Impact of US Policy Changes

The US government’s reversal of restrictions, initially imposed during the Trump administration, allows major EDA firms like Cadence Design Systems, Siemens EDA, and Synopsys to fully engage with Chinese entities. Ruchir Dixit, chairperson of the India Electronics & Semiconductor Association (IESA), expressed that the enhanced capabilities of China’s industry could significantly alter competitive dynamics. He emphasized that the recent developments highlight the importance of software in the supply chain, which now encompasses all elements that facilitate creation and employment in India. This shift may prompt companies to reevaluate their investment strategies, particularly those considering India as part of their โ€˜China Plus Oneโ€™ approach.

Shankar Krishnamoorthy, chief product development officer at Synopsys, noted that he does not foresee similar restrictions being placed on India, given the country’s growing semiconductor ambitions and its collaboration with the US. However, the decision underscores the intensifying competition in the global semiconductor market, as China regains access to critical design software that could accelerate its research and development efforts.

Urgency for Indiaโ€™s Semiconductor Sector

Experts stress the urgent need for India to bolster its chip design capabilities in light of the shifting global landscape. Kunal Chaudhary, a partner at EY India, highlighted that the easing of EDA export restrictions for China signals a need for India to act swiftly. He called for significant investments in research and development, intellectual property, and advanced skill development to ensure that India remains competitive in the semiconductor industry. The development of indigenous chip design software is seen as a strategic necessity for India to not only build resilience but also to spearhead the next wave of semiconductor innovation.

Kathir Thandavarayan, a partner at Deloitte India, pointed out that the removal of EDA software restrictions would enable Chinese design firms to advance their chip design initiatives, which are crucial for emerging technologies such as artificial intelligence and high-performance computing. Currently, India focuses on mature nodes that fulfill 75-80% of global demand, with aspirations to establish a comprehensive value chain in the medium term.

Opportunities and Challenges Ahead

While the immediate impact of the US decision on Indian firms may be limited, it raises concerns about potential future restrictions on India. Jaswinder Ahuja, former managing director of Cadence India, noted that this situation could create opportunities for startups in innovative areas such as artificial intelligence, chiplets, and 3D-IC packaging. These startups, unencumbered by legacy constraints, have the potential to revolutionize design approaches and drive significant innovation in the sector.

Dixit also pointed out that the beneficiaries of the Indian government’s Design-Linked Incentive (DLI) scheme are primarily design companies rather than EDA firms. This situation complicates the landscape for smaller companies, which may struggle to find unsolved problems in a market dominated by major players like Siemens, Cadence, and Synopsys. The lack of a diverse range of EDA products in India reflects the challenges faced by the industry in its early stages.
