The 9th Capacity Building Program for Civil Servants of the Socialist Government

The National Centre for Good Governance (NCGG) has launched its 9th Capacity Building Program aimed at mid-career civil servants from Sri Lanka. Running from May 26 to June 6, 2025, this two-week initiative brings together 40 officers from various ministries, including Public Administration, Defence, Health, and Education. The program focuses on enhancing digital governance, a key priority for fostering effective and transparent public administration, and aims to equip participants with essential skills in e-governance and digital tools.

Program Overview and Objectives

The Capacity Building Program is designed to provide a comprehensive understanding of digital governance and its implications for public service delivery. Dr. Surendra Kumar Bagde, IAS, the Director General of NCGG, inaugurated the program and welcomed the participants. He emphasized the importance of the program in sharing India’s best practices in governance and technology. The sessions will cover various topics, including the changing paradigm of governance, digital public governance, and the role of technology in transforming administrative processes. By focusing on these areas, the program aims to prepare civil servants to implement effective digital strategies in their respective roles.

Curriculum and Learning Activities

The curriculum of the program includes a diverse range of topics that are crucial for modern governance. Participants will explore subjects such as Aadhar, digital payments in India, and public finance management systems. Additionally, they will learn about cyber frauds and the Digital India Land Records Modernization Programme (DILRMP). The program also includes practical field visits to significant sites, such as the Lal Bahadur Shastri National Academy of Administration (LBSNAA), computerized land record centers, and various digital governance initiatives across India. These experiences are designed to provide participants with hands-on knowledge and insights into successful governance practices.

Engagement and Mentorship

Dr. Bagde encouraged participants to actively engage throughout the program, particularly during interactions with mentors. This emphasis on engagement is intended to foster a collaborative learning environment where participants can share experiences and insights. Dr. A.P. Singh, the Associate Professor and Course Coordinator at NCGG, provided an overview of the program’s structure and objectives during the inaugural session. The coordination team, which includes Dr. M.K. Bhandari and other faculty members, is dedicated to ensuring a rich learning experience for all attendees.
