Technology Dialogue 2025: Advancing Global Tech Partnerships

The Office of the Principal Scientific Adviser (PSA) to the Government of India, in collaboration with the Indian Institute of Science (IISc) and the Ministry of External Affairs (MEA), hosted an international technology policy summit titled โ€œTechnology Dialogue 2025: Exploring New Frontiers in Technology Diplomacy.โ€ This significant event took place on January 24 and 25, 2025, at IISc in Bengaluru. It built upon the discussions initiated during the Dialogue 2023 held in November 2023. The summit aimed to explore India’s international technology engagement framework and the importance of strategic partnerships in critical and emerging technologies.

Focus on Strategic Partnerships

The summit recognized the vital role of technology in enhancing India’s global partnerships. It emphasized the need for a structured approach to international technology engagement. Key areas of focus included quantum computing, artificial intelligence (AI), semiconductors, space technology, and bioeconomy. These sectors are crucial for India’s technological aspirations and its position in the global arena.

Dr. Jitendra Singh, the Honโ€™ble Minister of State (Independent Charge) for Science and Technology, inaugurated the summit. He delivered a keynote address on the International Technology Engagement Framework (ITEF), highlighting various national initiatives aimed at advancing India’s technological capabilities. Dr. Singh stressed the importance of global collaborations and partnerships in achieving these goals. The inauguration was attended by prominent figures, including Prof. Ajay Kumar Sood, the Principal Scientific Adviser to the Government of India, and Dr. Kiran Mazumdar-Shaw, Chairperson and Managing Director of Biocon. Their participation underscored the summit’s significance in shaping India’s technology diplomacy.

Keynote Addresses and Panel Discussions

The summit featured a series of keynote addresses and panel discussions that delved into various aspects of technology diplomacy. One notable address was by H.E. Pavan Kapoor, Deputy National Security Adviser, who spoke on leveraging strategic partnerships in critical technologies. This was followed by a panel discussion that included representatives from the UK, Australia, Italy, and Denmark, focusing on expanding international technology partnerships.

The second day of the summit began with a keynote address by Shri Periasamy Kumaran, Special Secretary at the Ministry of External Affairs. He highlighted ongoing bilateral efforts between India and multiple countries in emerging technologies. The thematic panels included discussions on quantum technologies, space exploration, AI innovation, and bio-economy. Each panel featured experts from various fields, fostering a rich dialogue on the future of technology in India and its global implications.

The India-France AI Policy Roundtable

A significant highlight of the summit was the India-France AI Policy Roundtable, which aimed to create a roadmap for the upcoming AI Action Summit 2025. Co-chaired by Shri Abhishek Singh from the Indian government and H.E. Mr. Marc Lamy, Consul General of France, the roundtable focused on key policy positions related to global AI development and governance.

The discussions revolved around several critical objectives, including unified global AI governance, understanding AI technologies and their implications, and addressing the digital divide. The roundtable aimed to explore opportunities for collaboration between India and France, emphasizing the importance of cultural and linguistic diversity in AI. This dialogue set the stage for future cooperation in AI and technology governance.
