Swachhata Hi Seva (SHS) Campaign 2025 Begins; DFS Organizations Take Swachhata Pledge

The Department of Financial Services (DFS) under the Ministry of Finance has officially launched the Swachhata Hi Seva 2025 (SHS 2025), a nationwide cleanliness initiative set to run from September 17 to October 2, 2025. This year’s campaign, themed “Swachhotsav,” aims to combine festive spirit with a commitment to cleanliness, reinforcing its alignment with the Swachh Bharat Mission. With participation expected from over 105 DFS organizations and more than 86,000 branches of financial institutions, the campaign promises to engage communities across the country in various cleanliness activities.
Nationwide Participation and Activities
The Swachhata Hi Seva campaign will see extensive involvement from various organizations within the DFS, including Public Sector Banks (PSBs), Public Sector Financial Institutions (PSFIs), and Regional Rural Banks (RRBs). Each of these entities is expected to organize activities that align with the campaign’s five pillars, ensuring a comprehensive approach to cleanliness. The initiative aims to mobilize a significant number of volunteers, including bankers and citizens, to participate in activities that promote hygiene and environmental awareness.
In addition to traditional cleanliness drives, the campaign will also focus on environmental sustainability through plantation drives. Branches have been encouraged to set up outreach programs aimed at enrolling Safai Mitras in government schemes, particularly under the Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY). This multifaceted approach seeks to enhance community involvement and foster a culture of cleanliness and responsibility.
Identifying and Transforming Black Spots
As part of the campaign, Lead District Managers (LDMs) will play a crucial role in identifying and mapping areas that require urgent attention, referred to as “black spots.” These areas will be targeted for transformation during the campaign period. The DFS has set a goal for each district to organize cleanliness activities at ten designated locations, ensuring that both rural and urban areas benefit from the initiative.
On September 25, 2025, a nationwide Shramdaan Activity will be held at 8:00 A.M., inviting participation from bankers, volunteers, and the general public. This collective effort aims to enhance community engagement and raise awareness about the importance of maintaining clean surroundings. The campaign is designed not only to address immediate cleanliness issues but also to instill long-term habits of hygiene and environmental stewardship among participants.
Building on Previous Campaign Successes
The launch of SHS 2025 follows the successful completion of Special Campaign 4.0, which ran from October 2 to October 31, 2024. This previous campaign focused on reducing backlog and institutionalizing cleanliness practices within the DFS. By the end of the campaign, over 38,000 sites were cleaned, generating significant revenue from scrap disposal. The achievements of this campaign have set a strong foundation for the upcoming SHS 2025.
Since November 2024, the DFS has continued its cleanliness initiatives, regularly reporting progress on the SCDPM portal. Key highlights from the months leading up to SHS 2025 include the cleaning of 1,009 sites, freeing up over 136,000 square feet of space, and generating revenue exceeding Rs. 54 lakh from scrap disposal. The department is now poised to build on these successes as it gears up for Special Campaign 5.0, with a clear roadmap already established and communicated to all its offices and organizations.
