On Good Governance Day, a significant initiative was launched to enhance grassroots governance in India. Union Minister of State Dr. Jitendra Singh introduced the ‘Viksit Panchayat Karmayogi’ program, coinciding with the 100th birth anniversary of former Prime Minister Atal Bihari Vajpayee. This initiative is part of the larger ‘Prashasan Gaon Ki Aur’ campaign, which aims to empower Panchayati Raj Institutions (PRIs) by equipping elected representatives and officials with essential tools and knowledge for effective governance.

Dr. Jitendra Singh emphasized that meaningful governance reforms must start at the grassroots level. The ‘Viksit Panchayat Karmayogi’ initiative seeks to fill capacity gaps within PRIs. By focusing on innovative tools and capacity-building frameworks, the program aims to strengthen local governance. The initiative is currently being piloted in states like Odisha, Assam, Gujarat, and Andhra Pradesh.
The program leverages modern technology, including e-learning platforms, AI-powered chatbots, and mobile applications. These tools are designed to bridge knowledge gaps and improve service delivery. The Minister stated that this initiative aligns with the government’s broader mission to decentralize governance and encourage participatory decision-making. In addition to the ‘Viksit Panchayat Karmayogi’ initiative, Dr. Jitendra Singh unveiled several other transformative initiatives aimed at enhancing efficiency and transparency in governance. One of the key initiatives is the launch of a new dashboard on the iGOT Karmayogi platform. This dashboard is designed to empower ministries and state administrators with advanced tools for monitoring user registrations and course completions.
The introduction of the 1600th e-learning course on the platform signifies the government’s commitment to fostering a diverse learning ecosystem. These courses are curated in collaboration with both government and private partners. They aim to equip officials with the skills needed to tackle dynamic challenges in governance. Together, these developments represent a significant step toward building a capable civil service aligned with the vision of Mission Karmayogi.
Enhancing Citizen Engagement Through Technology
Another notable initiative launched during the event was the CPGRAMS Annual Report 2024. This report reviews the Centralized Public Grievance Redress and Monitoring System, which is the world’s largest citizen interface platform. CPGRAMS has redefined grievance redressal by integrating advanced technologies and multilingual support. The report highlights key achievements, including the resolution of over 25 lakh grievances annually.
Additionally, the introduction of the Single Simplified Pension Application Form aims to revolutionize pension processing for retiring officials. By combining nine separate forms into one digital format, the new system ensures end-to-end digitization. This innovation reduces processing time and costs, ensuring timely pension disbursement while enhancing user experience.
Dr. Jitendra Singh also introduced the Compendium of Pension Related Instructions, 2024. This comprehensive document consolidates all updated rules and guidelines related to pensions, making it a single-window reference for pensioners and administrative personnel. By simplifying pension systems, the government aims to enhance the ease of living for pensioners.
A Commitment to Inclusive Governance
Reflecting on the progress made in governance reforms since 2014, Dr. Jitendra Singh highlighted the importance of inclusive and participatory governance. He noted that Good Governance Day serves as a reminder of the government’s commitment to initiatives that directly impact citizens’ lives. The Minister pointed to several governance milestones achieved in recent years, including the introduction of face recognition technology for digital life certificates for pensioners.
As India approaches its centenary as an independent nation in 2047, Dr. Jitendra Singh emphasized the need for citizens to manage governance processes with minimal reliance on bureaucratic systems. He shared his experience of introducing AI-driven mobile health clinics in rural areas, showcasing how technology can engage communities and facilitate governance.
