Stray Dog Management: New Rules Unveiled

In a significant move to address the issue of stray dogs in India, the Animal Birth Control (ABC) Rules, 2023, have been introduced, placing the responsibility of managing stray dog populations squarely on local bodies. According to Article 246(3) of the Indian Constitution, animal husbandry is a state subject, allowing state legislatures to empower local authorities to implement necessary functions. This includes providing shelters and managing the welfare of stray dogs through sterilization and anti-rabies vaccination programs. The new rules emphasize that sick or aggressive dogs must be handed over to Animal Welfare Organizations for treatment, with a mandate to return them to their original locations post-recovery.
Funding and Support for Animal Welfare Organizations
The Animal Welfare Board of India (AWBI) plays a crucial role in supporting various animal welfare organizations through financial grants. These funds are allocated for several initiatives, including the provision of shelter houses, ambulances for distressed animals, and programs aimed at the birth control and immunization of stray dogs. Over the past five years, the AWBI has released significant financial support to recognized organizations, ensuring that they can effectively care for stray, injured, or sick animals. The funding details reveal a commitment to animal welfare, although there was a notable decrease in grants in recent years, with no funds released for the 2021-2024 period.
Implementation of the ABC Program
Local authorities are now responsible for executing the ABC program, either directly or through collaboration with Animal Welfare Organizations. The necessary funds for these initiatives are provided by local bodies or state governments. The ABC Rules were disseminated to Chief Secretaries of all States and Union Territories in March 2023, urging them to implement the program diligently. Additionally, an advisory was issued by the Department of Animal Husbandry and Dairying in November 2024, reinforcing the need for effective execution of the program across the country.
Promoting Adoption and Community Engagement
The AWBI is also advocating for the adoption of community dogs and pups to preserve indigenous breeds and provide friendly shelters for stray dogs. This initiative aims to highlight the exceptional qualities of these animals as potential pets. Furthermore, the AWBI publishes messages on “World Rabies Day,” celebrated on September 28, to promote mass vaccination drives for stray animals, thereby controlling the stray dog population. The revised ABC module aims to manage street dog populations, eradicate rabies, and reduce conflicts between humans and dogs, showcasing a comprehensive approach to animal welfare in India.
