Shri Bidyut Bihari Swain, IAS (GJ:1988) takes an oath of office and secrecy as a member, UPSC today.

The oath was administered by the president, UPSC Dr. Manoj Soni.

Shri Bidyut B. Swain joined the Indian Administrative Service in 1988 in Gujarat Cadre. Between 1989 and 2018, Shri Swain served the Government of Gujarat in various posts at the district and state level. Chief Executive Officer, Gujarat Infrastructure Development Board, Secretary, Primary Education, Commissioner of Industries, VC & MD, Gujarat Industrial Development Corporation and Chief Electoral Officer, Gujarat State were among the important posts of him.

He joined Government of India in 2018 as Additional Secretary of Commerce Department in charge of Special Economic Zones, India’s Trade Negotiations with CIS Countries, Export Insurance and also held various posts as Chairman of Protocol of Kimberley and Commissioner General of India, World Expo – Dubai.

In promotion as Special. Secretary of the Department of Commerce in 2020, he was in charge of the Trade Policy Division, CIS and OCEANIA Divisions, with the additional role of General Manager Trade Remedies.

In January 2021 he was appointed Secretary of the Ministry of Micro, Small and Medium Enterprises, where he served until May 2023.

He holds a Masters in Political Science from Jawaharlal Nehru University, New Delhi and a Masters in Public Policy & Management from The Institute of Social Studies, The Hague, The Netherlands.

He is a collector of signed books and contemporary Indian art.
