Security Council Renews Mandate for Democratic Republic of Congo

The United Nations Security Council has unanimously renewed the sanctions regime concerning the Democratic Republic of the Congo (DRC) until July 1, 2026. This decision also extends the mandate of the Group of Experts overseeing the sanctions until August 1, 2026. The resolution, adopted under Chapter VII of the UN Charter, aims to address ongoing violence and instability in the eastern region of the DRC, emphasizing the importance of international cooperation in promoting peace and security.

Sanctions Renewed to Combat Violence

The Security Council’s resolution 2783 (2025) reaffirms measures related to arms, finances, and travel restrictions concerning the DRC. The representative of France, who introduced the resolution, highlighted the significance of these sanctions as vital tools in combating violence and destabilization in the eastern part of the country. He expressed gratitude to all Council members for their collaborative efforts, particularly noting the recent signing of a draft peace agreement between the DRC and Rwanda, facilitated by the United States. This agreement marks a hopeful step towards improving stability in the Great Lakes region, and the representative emphasized the need for continued support for peace initiatives.

Exemptions for Congolese Armed Forces

The resolution clarifies that the armed and security forces of the DRC are exempt from the embargo on military equipment and assistance, as previously agreed upon in May 2024. This exemption allows the government to maintain its defense capabilities while still adhering to the broader sanctions framework. The Council’s decision aims to balance the need for security within the DRC while ensuring that measures are in place to prevent the escalation of violence and instability.

Extended Mandate for Group of Experts

In addition to renewing sanctions, the Security Council has extended the mandate of the Group of Experts until August 1, 2026. This group plays a crucial role in monitoring the implementation of the sanctions and providing insights into the situation on the ground. The Council has requested that the Group of Experts submit a mid-term report by December 30, 2025, and a final report by June 15, 2026. Monthly updates will also be provided to keep the Council informed of developments. The resolution underscores the importance of ongoing assessment and adaptation of strategies to address the complex challenges facing the DRC.

Commitment to Justice and Support for Investigations

The resolution reiterates the UN Secretary-General’s commitment to ensuring justice for the perpetrators involved in the killings of two members of the Group of Experts and four Congolese nationals. It emphasizes the need for continued support for the national investigation into these tragic events. The Security Council has expressed its determination to assist the DRC in addressing these issues within the limits of available resources. The representative of Guyana, who presided over the Council in June, acknowledged the collaborative efforts of all members and expressed hope for continued progress in addressing the challenges facing the DRC.
