Rs. 25 Crore Approved for Skill Development in Assam

The Ministry of Skill Development and Entrepreneurship (MSDE) has received authorization for Rs. 25 crore to enhance capacity building initiatives under the Capacity Building and Technical Assistance Scheme. This funding, transferred from the Ministry of Development of North Eastern Region, aims to bolster skill development programs across India, particularly in Assam, as part of the ongoing Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
Funding Allocation and Purpose
Since its inception in 2015, the MSDE has been actively engaged in providing skill development training through the PMKVY. This initiative focuses on Short-Term Training (STT) and up-skilling through Recognition of Prior Learning (RPL). The primary goal is to enhance the employability of youth by equipping them with skills relevant to the industry. The newly authorized funds will support the ongoing PMKVY 4.0, which is currently being implemented across various states, including Assam.
As of December 31, 2024, the financial disbursements to Assam under PMKVY over the last two financial years are as follows: Rs. 11.01 crore for 2022-23, Rs. 43.28 crore for 2023-24, and Rs. 15.54 crore for the current financial year 2024-25. This funding is crucial for sustaining and expanding skill development efforts in the region.
Progress Under PMKVY in Assam
Since the launch of PMKVY, significant progress has been made in Assam. The program has seen a substantial number of enrollments and successful training outcomes across its various phases. As of December 31, 2024, the cumulative data reveals that under PMKVY 1.0, 33,408 individuals were enrolled, with 19,668 receiving certification. In PMKVY 2.0, the numbers surged to 669,154 enrollments, with 493,270 certified. The latest phase, PMKVY 4.0, has already enrolled 146,012 individuals, showcasing the program’s growing reach and impact.
The total figures across all versions of PMKVY in Assam indicate that 884,050 individuals have enrolled, with 590,631 certified and 67,257 reported placed in jobs. This data underscores the effectiveness of the skill development initiatives in enhancing employment opportunities for the youth in the region.
Future Initiatives and Projects
In addition to the funding for PMKVY, the North Eastern Council has sanctioned a total of 38 projects costing Rs. 59.60 crore aimed at skill development and capacity building in the North Eastern Region. These projects are designed to further enhance the skill sets of the local workforce, thereby promoting economic growth and self-sufficiency in the region.
Dr. Sukanta Majumdar, Minister of State for the Ministry of Development of North Eastern Region, provided this information in a written reply to a question in the Lok Sabha. The ongoing commitment to skill development reflects the government’s focus on empowering youth and fostering sustainable development in the North East.
