Revitalizing Coastal Fishing Villages in India
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a significant initiative launched by the Government of India to enhance the livelihoods of coastal communities. This program, implemented by the Department of Fisheries under the Ministry of Fisheries, Animal Husbandry, and Dairying, aims to develop integrated modern coastal fishing villages. The initiative focuses on improving the infrastructure and facilities available to fishermen, thereby promoting sustainable fishing practices and economic resilience in coastal areas.
Investment in Coastal Development
Under the PMMSY, the Indian government has approved a substantial investment of Rs. 7756.46 lakh for the development of 11 integrated modern coastal villages. This investment is shared between the Central Government and the respective State Governments on a 60:40 basis. In the case of Union Territories, the Government of India covers 100% of the unit cost. The approved projects include nine coastal villages in Kerala, one in Lakshadweep, and another in West Bengal.
These developments are not merely financial transactions; they represent a commitment to uplift the living standards of coastal communities. The program does not provide direct financial assistance to individual beneficiaries. Instead, it focuses on creating a robust infrastructure that supports the fishing industry as a whole. This approach ensures that the benefits are widespread and contribute to the overall economic growth of the region.
Climate Resilience Initiatives
In addition to the development of modern fishing villages, the PMMSY also emphasizes climate resilience. The Department of Fisheries has identified 100 coastal fishermen villages for development as Climate Resilient Coastal Fishermen Villages (CRCFV). This initiative aims to make these villages economically vibrant while addressing the challenges posed by climate change.
The National Fisheries Development Board (NFDB) has been designated as the nodal agency for this project. The approved proposal for the development of these 100 villages comes with a budget of Rs. 200 crore. The facilities to be developed include fish drying yards, processing centers, fish markets, fishing jetties, ice plants, and cold storage. These facilities will not only enhance the efficiency of fishing operations but also promote sustainable practices such as seaweed cultivation and artificial reefs.
Moreover, the program encourages alternative livelihood activities, including ornamental fisheries. It also provides essential support services like insurance, nutritional assistance, and Kisan Credit Cards for eligible fishers. This comprehensive approach ensures that the fishing communities are well-equipped to adapt to changing environmental conditions.
Extension of the Program
The PMMSY has received a green light for extension until the financial year 2025-26. The Ministry of Finance’s Department of Expenditure has agreed to continue the program under its existing design and funding pattern. This extension reflects the government’s commitment to supporting the fishing sector and ensuring the sustainability of coastal communities.
The approved outlay for the program has already been sanctioned by the Union Cabinet, ensuring that the necessary funds will be available for ongoing and future projects. This long-term vision is crucial for the development of the fishing industry, which plays a vital role in the economy and food security of the nation.
