One Nation One Subscription: A New Era for Research Access

The Union Cabinet of India, led by Prime Minister Narendra Modi, has unveiled an ambitious initiative called “One Nation One Subscription.” This new Central Sector Scheme aims to provide nationwide access to scholarly research articles and journal publications. The initiative is designed to enhance the accessibility of quality higher education resources for students, faculty, and researchers across the country. With a significant budget allocation of approximately โ‚น6,000 crore for the years 2025, 2026, and 2027, this scheme promises to revolutionize the way educational institutions access research materials.

Enhancing Access to Scholarly Resources

The “One Nation One Subscription” initiative will be administered through a user-friendly and fully digital platform. This scheme specifically targets government higher education institutions and research and development (R&D) laboratories under the central government. By streamlining access to scholarly journals, the initiative aims to foster a culture of research and innovation in India.

The scheme will build upon previous government efforts to improve educational access and quality. It aligns with the goals of Viksit Bharat@2047 and the National Education Policy (NEP) 2020. By providing a centralized subscription service, the initiative will ensure that over 6,300 institutions, including colleges and universities, can access a wealth of academic resources. The “One Nation One Subscription” scheme will be coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC). This central agency will oversee the subscription process, ensuring that all eligible institutions can access the necessary resources efficiently.

The initiative is particularly significant for institutions in tier 2 and tier 3 cities, where access to scholarly journals has historically been limited. By expanding access to these resources, the scheme aims to promote interdisciplinary research and collaboration among students and researchers from diverse backgrounds.

The ANRF will play a crucial role in monitoring the usage of the subscription service. It will periodically review the engagement of institutions with the platform and assess the publication rates of Indian authors. Additionally, the DHE and other ministries managing higher education institutions will conduct Information, Education, and Communication (IEC) campaigns.

These campaigns will aim to educate students, faculty, and researchers about the availability of the subscription service and how to access it effectively. By raising awareness, the government hopes to improve the overall usage of this valuable resource across the country.

State governments will also be encouraged to participate in these campaigns, ensuring that the benefits of the initiative reach every corner of the nation. The collaborative effort between central and state authorities will be vital in promoting the unique facility and enhancing the research capabilities of government institutions.
