Ola Electric Faces Regulatory Challenges Amid Rapid Expansion
Bengaluru-based Ola Electric Mobility Ltd. is encountering significant regulatory hurdles as it expands its network of physical showrooms across India. Once a pioneer of a digital-only sales model, the company has opened approximately 4,000 brick-and-mortar locations since 2022. However, a recent investigation by Bloomberg News reveals that over 95% of these showrooms lack the necessary trade certificates mandated by India’s Motor Vehicles Act, raising concerns about compliance and customer safety.
Regulatory Scrutiny Intensifies
Ola Electric’s aggressive expansion strategy has drawn the attention of transport authorities across various Indian states. According to internal documents and government warning letters reviewed by Bloomberg News, officials have conducted multiple raids, closed several showrooms, and seized vehicles due to non-compliance with regulatory requirements. The Motor Vehicles Act stipulates that all auto showrooms must display a trade certificate if they keep unregistered vehicles on-site. Despite Ola’s claims of compliance, transport officials have reported ongoing investigations into the company’s showroom operations.
Transport officials in states such as Madhya Pradesh, Goa, and Maharashtra have flagged numerous violations, including missing trade certificates and expired lease agreements. In Bihar, a task force has been established to examine the trade certificates of 20 Ola stores. The company’s spokesperson has contested the findings, asserting that Ola maintains compliance at its distribution centers and warehouses, but has not directly addressed the status of trade certificates at its public-facing stores.
Challenges Amidst Expansion
Ola Electric is grappling with multiple crises as it navigates these regulatory challenges. Since its public listing in August, the company’s shares have plummeted by over 60%. Additionally, Ola has faced mounting customer complaints regarding product quality and service, leading to a backlash on social media. In response to these issues, CEO Bhavish Aggarwal announced plans to expand the company’s network to better address customer concerns.
As part of its restructuring efforts, Ola has also laid off over a thousand employees and contract workers, citing redundancy in certain roles. The company is racing to launch its long-awaited e-motorcycles, which have faced delays since their anticipated January rollout. Despite these setbacks, Ola remains committed to expanding its showroom network, having recently announced the opening of over 3,200 new locations, many of which reportedly lack the necessary trade certificates.
Sales and Registration Discrepancies
Ola’s sales figures have raised eyebrows, particularly regarding the discrepancy between reported sales and vehicle registrations. In February, the company claimed to have sold over 25,000 vehicles, yet government data indicates that only about 8,600 were registered. This gap poses a significant risk, as customers in India cannot legally receive unregistered vehicles. The company has acknowledged this delay in registration, attributing it to ongoing negotiations with regional transport offices.
The lack of compliance at the store level comes at a time when Ola is under pressure to boost scooter sales and recover its position in the market. Competing manufacturers like Bajaj Auto Ltd. and TVS Motor Co. are gaining ground, further complicating Ola’s efforts to maintain its market share. Despite these challenges, Aggarwal remains optimistic, stating that the company aims to achieve breakeven in the auto segment with monthly sales of around 50,000 units in the near future.
