NIScPR Conference to Enhance R&D Governance
The National Institute of Science Communication and Policy Research (NIScPR) is gearing up for an important international conference on January 14th and 15th, 2025. This event will focus on the theme โAligning Science-Technology-Innovation Indicators for Effective R&D Governance.โ As a constituent laboratory of the Council of Scientific and Industrial Research (CSIR), NIScPR aims to bridge the gap between science, technology, industry, and society. The conference marks the institute’s 4th Foundation Day and will bring together experts, policymakers, scholars, and researchers to discuss contemporary research challenges and performance evaluation in R&D governance.
A Gathering of Experts
The conference will feature prominent scientists and policymakers from India and around the world. The welcome address will be delivered by Prof. Ranjana Aggarwal, the Director of CSIR-NIScPR. The chief guest, Prof. Ashutosh Sharma, who is the President of the Indian National Science Academy (INSA) and a former Secretary of the Department of Science and Technology, will also address the attendees. On the first day, Prof. Sachin Chaturvedi, Director General of the Research and Information System for Developing Countries (RIS), will present the Foundation Day Lecture.
The event is expected to attract around 300 participants, including leading experts and young researchers. They will present papers and posters on various topics related to R&D governance. The conference aims to foster a collaborative environment where participants can engage in meaningful discussions and share insights on pressing issues in the field.
Key Themes and Coordinators
The conference will explore five key themes, each coordinated by a dedicated chief coordinator. Dr. Sujit Bhattacharya will oversee discussions on Methods, Approaches, and Practices in Performance Evaluation. Shri Mukesh Pund will lead the theme on Open Science, Open Source, and Open Access. Dr. Naresh Kumar will focus on Measuring the Social Impact of Connecting R&D, while Dr. Yogesh Suman will address Connecting R&D and Social Media. Lastly, Dr. Vipin Kumar will coordinate discussions on Foresight in R&D Governance.
These themes are designed to encourage diverse perspectives and innovative ideas. The conference will include keynote speeches, panel sessions, and paper presentations. Experts from various countries, including France, Russia, South Korea, and Australia, will contribute to the discussions. This international collaboration will enrich the dialogue and provide a broader understanding of R&D governance challenges.
Expected Outcomes and Future Directions
The conference aims to generate novel methods and practices for performance evaluation and impact assessment of R&D initiatives. It will also provide key policy suggestions on strengthening R&D governance through effective application of Science-Technology-Innovation (STI) indicators. Discussions will include new initiatives like the PM One-Nation-One-Subscription program, which aims to enhance access to scientific resources.
Young researchers will benefit from exposure to evidence-based policymaking and the tools necessary to address developmental challenges. The outcomes of the conference will be documented in various formats, including a special journal issue, a policy bulletin, and book proceedings.
