NHRC concludes capacity building programme in Arunachal Pradesh
The National Human Rights Commission (NHRC) of India recently concluded a three-day training program for the Arunachal Pradesh State Human Rights Commission (APSHRC) in New Delhi. The training program aimed to enhance the capacity of the APSHRC in upholding and promoting human rights in Arunachal Pradesh. Twelve officers from the APSHRC, including Acting Chairperson Shri Bamang Tago and Secretary Shri Ibom Tao, attended the program.
During the valedictory session, NHRC Acting Chairperson Smt Vijaya Bharathi Sayani emphasized the importance of Arunachal Pradesh in the human rights framework of India. She commended the APSHRC for its focus on capacity building since its establishment in 2023. Smt Sayani highlighted the foundational principles of justice, liberty, equality, and fraternity that are enshrined in the Indian Constitution and the responsibility of every individual to uphold the dignity and rights of others.
NHRC Secretary General Shri Bharat Lal also addressed the participants and stressed the significance of knowledge about the functions and duties of an organization in contributing meaningfully. He emphasized the importance of sensitivity, responsiveness, and promptness in dealing with human rights violations. Shri Lal expressed hope that the APSHRC would utilize the knowledge gained from the training program to address the human rights concerns of the people of Arunachal Pradesh and set an example for other State Human Rights Commissions (SHRCs).
APSHRC Acting Chairperson Shri Bamang Tago expressed appreciation for the NHRC’s organization of the training program. He acknowledged the usefulness of the program in equipping the State Commission to tackle challenges related to human trafficking, drug addiction, and other rights concerns in Arunachal Pradesh. Shri Tago mentioned that the officers would further deliberate on the practical learning and discuss implementing them in the functioning of the APSHRC with the State Government.
The opening remark of Joint Secretary Shri Devendra Kumar Nim highlighted the NHRC’s effort to provide exposure to the APSHRC officers on the key features of a human rights institution’s functioning. This included processing complaints, conducting spot inquiries, engaging in international affairs, training and outreach, research, media and communication, and complaint management. Shri Nim expressed hope that the training sessions would empower the APSHRC officers to promote and protect the rights of all individuals, including marginalized communities in Arunachal Pradesh.
Overall, the training program organized by the NHRC aimed to strengthen the human rights framework in Arunachal Pradesh and foster a collective sense of responsibility among the APSHRC officers in upholding human rights. The collaboration between the NHRC and APSHRC sets an example for future trainings and initiatives to address human rights concerns in the country.
