New Regulations to Boost Inland Waterway Development

In a pivotal step towards enhancing infrastructure and facilitating business operations, the Indian government has introduced new regulations for the establishment of jetties and terminals on national waterways. The National Waterways (Construction of Jetties/Terminals) Regulations, 2025, initiated by the Inland Waterways Authority of India (IWAI), aim to attract private investment and streamline operational processes. This initiative is expected to significantly reduce transportation costs and bolster economic growth by improving logistical efficiency across the country.
Overview of the New Regulations
The recently unveiled regulations allow various entities, including private companies, to develop and operate terminals on national waterways. To proceed, these entities must secure a โNo Objection Certificateโ (NoC) from the IWAI. The regulations encompass both existing and new terminals, whether they are permanent or temporary. Permanent terminals can be operated indefinitely, while temporary terminals are granted an initial five-year term, with options for extensions. Developers are tasked with the technical design and construction of the terminals, ensuring they align with their business plans and provide adequate access for operations.
Digital Portal for Streamlined Applications
To enhance the application process for terminal developers and operators, the IWAI is in the process of launching an online application portal. This digital platform aims to streamline and digitize the application procedures, fostering greater efficiency, transparency, and accessibility. The initiative aligns with the government’s broader vision of improving the Ease of Doing Business (EODB) and promoting digitalization across sectors. The portal will offer a user-friendly interface for applicants to submit their requests and monitor their progress, making the process more straightforward and efficient.
Encouraging Private Sector Participation
Under the leadership of Prime Minister Narendra Modi and Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal, the IWAI has made significant advancements in developing waterways as a vital component of economic growth. Cargo movement on national waterways has seen a remarkable increase, rising from 18 million tonnes to 133 million tonnes in the fiscal year 2023-24. This growth is part of the Prime Minister’s vision to promote sustainable development and enhance private sector involvement through digitalization and streamlined processes.
Moreover, the newly introduced Jalvahak scheme aims to incentivize a shift in cargo transport, targeting a 17% increase in the current 4,700 million tonne-kilometers on national waterways. The implementation of the National Waterways (Construction of Jetties/Terminals) Regulations, 2025, is expected to further enhance private sector engagement in the development and expansion of inland waterway terminals, thereby contributing to the sector’s overall growth.
With these new regulations in place, the Indian government is poised to transform the inland waterways sector into a key driver of economic development, opening doors for investment and improving logistical frameworks across the nation.
