New Permanent Representative of Ukraine Presents Credentials

The newly appointed Permanent Representative of Ukraine to the United Nations, Andrii Melnyk, officially presented his credentials to UN Secretary-General Antรณnio Guterres today. Background and Education
Andrii Melnyk was born on September 7, 1975, in Lviv, Ukraine. His academic journey is impressive, having completed doctoral studies in International and Comparative Law at the Volodymyr Koretsky Institute of State and Law in Kyiv. He defended his doctoral thesis in international law, earning the academic title equivalent to a Ph.D. in law. Additionally, Melnyk has attended prestigious institutions, including Harvard University, where he participated in Ukraineโs National Security Programme, and Lund University in Sweden, where he graduated with a Masterโs degree in International Human Rights Law. His foundational education was completed at Ivan Franko Lviv State University, where he graduated with honors in International Relations.
Professional Experience
Melnyk’s professional career is marked by significant diplomatic roles. He has served as Ukraine’s Ambassador Extraordinary and Plenipotentiary to Brazil from June 2023 until May 2025. Prior to that, he was the Deputy Minister of Foreign Affairs of Ukraine from November 2022 to June 2023. His tenure as the Extraordinary and Plenipotentiary Ambassador to Germany lasted from December 2014 to October 2022. Melnyk has also held various positions within the Ukrainian government, including Deputy Minister responsible for international affairs and European integration, and Director-General at the Ministry of Foreign Affairs. His extensive experience in diplomacy and international relations positions him well for his new responsibilities at the UN.
Contributions and Publications
In addition to his diplomatic roles, Melnyk has made significant contributions to the field of international law through numerous publications. His works include a monograph on Ukraine’s state succession regarding international treaties of the USSR and articles in the Max Planck Encyclopedia of Public International Law. He has also served as an adjunct professor and senior lecturer in International Law at the Ukrainian Academy of Foreign Trade. His scholarly interests and contributions reflect his deep commitment to advancing international law and human rights.
