New Command Centre PAVAN to Revolutionize Air Quality Management in NCR
Union Minister for Environment, Forest and Climate Change, Shri Bhupender Yadav, unveiled the Commission for Air Quality Management’s (CAQM) advanced Integrated Command and Control Centre (I3C), aptly named PAVAN (Platform for Air quality Vigilance and Analytics for NCR), in New Delhi today. The centre, designed to serve as a comprehensive digital nerve centre, integrates over 30 APIs and various data streams related to air quality, emissions, meteorology, and more. It also consolidates insights from 111 Continuous Ambient Air Quality Monitoring Stations (CAAQMS), as well as data from more than 2,300 industries, 3,200 active construction sites, and traffic congestion hotspots across the National Capital Region (NCR).
During his visit, Yadav emphasized the need for accurate, hyper-local data to effectively combat regional air pollution. He stated that PAVAN-I3C represents a significant milestone in air quality management, as it bridges operational gaps and breaks down data silos. This enhanced system, he noted, allows State Pollution Control Boards (SPCBs) to access a single, verified source of information quickly, making it easier to hold polluters accountable.
“Clean air cannot be secured by any one agency or any one State acting alone,” Yadav stressed, highlighting the central role of the new centre. With the ability to pull diverse data streams into a common platform, PAVAN enables real-time monitoring and prompt interventions. Whether addressing farm fires, pollution from industrial stacks, or uncovered construction sites, the center redefines the approach to pollution management from reactionary measures to proactive, anticipatory actions.
As part of these efforts, construction and demolition activities across the NCR will cease from November 5 to 20 in a bid to mitigate pollution levels. The minister outlined the operational principles guiding the I3C: “Detect, Analyse, Act.” This framework facilitates real-time analyses of pollution sources, assesses patterns, and tracks compliance with environmental standards.
PAVAN boasts a compliance management system that issues alerts when deviations from environmental norms occur, thereby triggering immediate actions from the relevant agencies. This advancement shifts CAQM from traditional monitoring methods to a digital, information-driven framework that ensures timely interventions against pollution sources. The I3C strengthens cooperation among various agencies, hastens enforcement actions, and allows for swift responses to localized pollution events, thereby prioritizing citizen welfare.
During the inspection, Yadav reviewed key monitoring modules, including air quality metrics, industrial emissions data, and satellite monitoring information on crop residue burning. He examined live feeds from construction sites, major landfills, and vehicular traffic, along with citizen complaints submitted through the Green Delhi and SAMEER apps. The State Action Plan monitoring module provides a comprehensive overview of pending actions across states, encompassing air quality measures, crop management strategies, pollution control from vehicles, and more.
Present at the event were prominent figures including the Chairperson of CAQM, Shri Rajesh Verma, and the Chairperson of the Central Pollution Control Board (CPCB), Dr. Amandeep Garg, along with other senior officials.
