Nayi Chetna 3.0: A National Campaign Against Gender-Based Violence

The fight against gender-based violence (GBV) took a significant step forward with the launch of the third edition of Nayi Chetna โ€“ Pahal Badlaav Ki. Union Minister of Rural Development and Agriculture & Farmersโ€™ Welfare, Shri Shivraj Singh Chouhan, inaugurated this national campaign at the Rang Bhawan Auditorium in New Delhi. The event highlighted the government’s commitment to women’s economic and social development. It emphasized that gender-based violence is not confined to rural areas but is a pervasive issue in urban settings as well. The campaign aims to empower women and ensure they live lives filled with dignity, respect, and self-belief.

Government Initiatives to Combat Gender-Based Violence

During his address, Shri Chouhan outlined various initiatives the government has undertaken to combat gender-based violence. He noted that the launch of 227 new Gender Resource Centres (GRCs) across 13 states is a crucial step in this direction. These centres serve as safe havens for survivors of GBV, offering them access to vital information, legal assistance, and emotional support. Each GRC acts as a crucial link in a broader support network, allowing survivors to share their experiences in a safe environment.

The Union Minister also highlighted the importance of collaboration among various ministries to tackle this issue effectively. He was joined by Union Minister of Women and Child Development, Smt. Annpurna Devi, who emphasized the need for collective action against GBV. The government has launched multiple schemes aimed at promoting gender equality and providing support to survivors. These include 24/7 national helplines, One-Stop Centres, and fast-track justice initiatives. The goal is to eliminate gender-based violence and ensure that women have equal opportunities in all spheres of life.

The Role of Self-Help Groups and Community Engagement

Smt. Annpurna Devi also launched the #abkoibahananahi campaign during the event. This initiative aims to mobilize the collective strength of 10 crore women involved in Self-Help Groups (SHGs) across India. The campaign seeks to raise awareness about gender-based violence and encourage women to speak out against it. The government has introduced 49 women-focused schemes to support these efforts, ensuring that survivors have access to necessary resources.

The Nayi Chetna 3.0 campaign builds on the success of its predecessor, Nayi Chetna 2.0, which reached over 6 crore individuals through community-led activities. The new campaign encourages local institutions to act decisively against violence and empowers communities to demand action. The message of “Ek Saath Ek Awaaz – Hinsa Ke Khilaf” aims to create safe and inclusive spaces for women, breaking down barriers of inequality.

A Whole-of-Government Approach to Ending GBV

The launch event also saw the unveiling of an inter-ministerial joint advisory, signed by eight collaborating ministries. This advisory embodies a “whole-of-government” approach to eliminate gender-based violence. It emphasizes the importance of leveraging the strengths of various ministries to create a comprehensive strategy against GBV. The collaboration includes the Ministry of Women and Child Development, the Ministry of Home Affairs, and several others, all working together to address this critical issue.

The objectives of Nayi Chetna 3.0 are clear: raise awareness about all forms of gender-based violence, provide timely access to support systems, and empower communities to take action. The campaign will run across all Indian states and Union Territories until December 23, 2024, embodying the spirit of a Jan Andolan, or people’s movement. The event was attended by representatives from various ministries, State Rural Livelihoods Missions, and women from SHGs, showcasing a united front against gender-based violence.
