The National Panchayat Awards Conferment Ceremony 2024 took place today at Vigyan Bhawan in New Delhi. The event was graced by the Hon’ble President of India, Smt. Droupadi Murmu. Organized by the Ministry of Panchayati Raj, the ceremony recognized the outstanding contributions of 45 awardees, including 42 Panchayats and three Capacity Building Institutes. These awards highlight the exceptional efforts made towards sustainable and inclusive development in rural areas. The event was attended by Union Minister Shri Rajiv Ranjan Singh, Minister of State Prof. S. P. Singh Baghel, and over 1,200 Panchayat representatives from across the nation.
Importance of Rural Development
During her address, President Droupadi Murmu emphasized the significance of rural development in India. She noted that approximately 64% of the Indian population resides in villages. Therefore, empowering these communities is crucial for the nation’s overall development. The President expressed satisfaction with the government’s efforts over the past decade to strengthen Panchayati Raj institutions. She stated that self-reliant local bodies are essential for building a developed India. By developing their own revenue sources, Panchayats can gain self-confidence and contribute to national strength. Furthermore, she highlighted the political empowerment of women through Panchayati Raj institutions, which is vital for inclusive governance.
The President’s remarks underscore the government’s commitment to rural empowerment. She called for continued efforts to ensure that Panchayati Raj institutions become self-sufficient. This self-reliance will not only enhance the capabilities of local bodies but also foster a sense of ownership among villagers. The President’s vision aligns with the broader goal of transforming India into a developed nation by focusing on grassroots development.
Government Initiatives for Empowerment
Union Minister of Panchayati Raj, Shri Rajiv Ranjan Singh, also spoke at the ceremony, outlining the government’s initiatives to empower Panchayats. He highlighted that strong Panchayati Raj institutions are foundational to achieving Prime Minister Narendra Modi’s vision of an “Aatmanirbhar Bharat” or self-reliant India. During the event, the Union Minister announced the digital transfer of ₹46 crores to the winning Panchayats. This financial support aims to encourage excellence in rural governance.
Shri Singh emphasized the importance of integrating Sustainable Development Goals (SDGs) into Panchayat planning. He noted that model Panchayats serve as benchmarks for excellence across the country. The government has also introduced various technological innovations, such as the ‘Meri Panchayat’ app, which enhances service delivery and governance. The SVAMITVA Scheme, which grants property rights to rural residents, is another significant initiative aimed at empowering local communities.
Moreover, the Union Minister pointed out that funding for Panchayats has increased six-fold over the past decade. This substantial rise in financial support reflects the government’s commitment to rural development. The increased allocation allows Panchayats to improve basic infrastructure and services, thereby enhancing the quality of life for rural residents.
Recognizing Excellence in Panchayati Raj
The National Panchayat Awards 2024 featured several categories, including the Deen Dayal Upadhyay Panchayat Satat Vikas Puraskar and the Nanaji Deshmukh Sarvottam Panchayat Satat Vikas Puraskar. These awards recognize Panchayats excelling in various thematic areas such as poverty alleviation, health, sanitation, and women’s empowerment. The awards serve as an inspiration for other Panchayats to adopt best practices and contribute to the national agenda for a resilient and sustainable rural India.
Union Minister of State for Panchayati Raj, Prof. S. P. Singh Baghel, praised the evolution of the Panchayati Raj system into a robust mechanism for inclusive governance. He highlighted the critical role of Panchayati Raj institutions in achieving the Prime Minister’s vision for a developed India by 2047. The Minister also noted that nearly 93% of Panchayats are now making payments online, showcasing strides in financial transparency.
The ceremony also saw the unveiling of a booklet titled “Best Practices of Awardee Panchayats and Institutions.” This document showcases innovative initiatives undertaken by award-winning Panchayats across the nation. The first copy was presented to the Hon’ble President, symbolizing the recognition of excellence in rural governance.
